Engineer: Roads Maintenance Council Contracts (RMCC)

(Permanent, full-time - 70 hours per nine-day fortnight)

This is the ideal opportunity for a skilled and experienced civil engineer with familiarity of RMCC, to take charge of administering all engineering-related works of Hilltops’ Roads Maintenance Council Contracts, and provide expert engineering-focused roads construction advice to teams across Hilltops.

As our Engineer: RMCC, you will put into action your understanding of Transport for NSW processes, and take responsibility for ensuring the timely & cost-effective delivery of Council’s RMCC works and other ordered works. 

Our ideal candidate will be a well-experienced Civil Engineer, who has overseen all manner of road construction works in a NSW local government context. 

Tasks & responsibilities

(Note - the list below is non-prescriptive and the incumbent will be expected to undertake additional duties)

  • Prepare engineering designs and documentation related to pavement and spray sealing designs for road construction works.
  • Plan, price, monitor & claim on the Road Maintenance Annual Plan (RMAP) through RMCC.
  • Provide point of contact for emergencies on State Roads, coordinating all emergency responses and provide appropriate feedback to RMCC/Transport for NSW (TfNSW).
  • Represent Council as required at RMCC-related meetings with stakeholders and the wider community and work collaboratively with other department members to ensure initiatives, projects and developments are aligned to a common infrastructure strategy and direction.
  • Provide guidance and interpretive information to Coordinators and Supervisors for carrying-out construction works in accordance with engineering designs. 
  • Prepare estimates, specifications, tender documents and tender evaluations for all RMCC related contracts, ensuring a strong positive relationship is maintained between TfNSW and Council.
  • Coordinate and conduct site inspections of construction works.
  • Prepare all reports as required by the RMCC, ensuring compliance with Council’s Management System for RMCC works.
Qualifications & experience 

(Essential selection criteria)

  1. Bachelor’s degree in Civil Engineering providing eligibility for membership in Engineers Australia combined with road construction experience of 2 or more years (e.g. 4 years tertiary and minimum 2 years practical) or similar tertiary qualifications and experience (6 years minimum combined).
  2. Knowledge of RMCC administrative processes, including knowledge of documentation systems related to the RMCC project.
  3. Significant TfNSW experience with demonstrable knowledge of the requirements of TfNSW QA roadwork specifications.
  4. Demonstrated ability to lead a team of professionals and deliver projects within an allocated budget.
  5. Solid experience in undertaking procurement, including tendering and management of contractors.
  6. Demonstrated understanding of pavement designs, spray seal designs and operations.
  7. SafeWork NSW ‘Prepare Workzone Traffic Management Plans’ or equivalent recognised in NSW.
  8. WHS Construction Induction Certificate (White Card).
  9. Current Class C Drivers Licence.

  • Total remuneration package between $127,783 and $141,579 p.a. with a full-private use leaseback vehicle available and other generous entitlements conferred under the Local Government State Award 2023.
  • NOTE - Council may consider a market allowance in addition to the TRP of $141k (inc. Super & 3.5% civil liability allowance) p.a.
