Primary objective
Provide strategic leadership and expert advice to drive the delivery of land infrastructure and servicing projects that support
housing programs in urban and remote areas.
Context statement
The Housing Program Office supports the NT Government’s objectives for population and economic growth through urban and
remote housing programs and related construction projects.
Key duties and responsibilities
1. Lead a multi-disciplinary team to deliver land related capital works that underpin planned housing projects within urban and
remote areas, including securing land tenure in remote locations and arranging essential services, e.g., water, sewerage,
electricity.
2. Provide expert advice regarding enabling land infrastructure, essential services and remote land tenure to a diverse range of
audiences to facilitate community awareness, stakeholder buy-in, leveraged opportunities and risk mitigation.
3. Collaborate with relevant Government agencies, industry sectors, community organisations and local government entities,
including shire and Aboriginal land councils, to inform plans and incorporate place-based decisions into project outcomes.
4. Monitor, analyse, evaluate and report on project outcomes, including actions taken to address areas for improvement and/or
positive aspects that should be shared with others.
5. Manage the Division’s human, financial and physical resources to ensure optimum use of assets and compliance with relevant
legislative and governance frameworks, including operationalising Government priorities to guide team performance.
Selection criteria
Essential
1. Extensive experience scoping, designing, constructing and delivering essential urban and remote land infrastructure projects,
including inherent technical knowledge and understanding of related legislative, policies and best practice.
2. Demonstrated knowledge of issues impacting land development and housing projects in regional and remote Territory
localities, with proven experience successfully navigating political, business and community landscapes to leverage
opportunities and resolve problematic concerns.
3. Understanding of relevant industry drivers and market forces that may affect land infrastructure and servicing projects and
ability to collaborate with stakeholders to trouble-shoot issues and implement corrective actions.
4. Sound knowledge of project management methodologies, governance frameworks and best practice procurement and contract
management.
5. Contemporary leadership, influencing and negotiation skills to build commitment and wide support to achieve strategic
objectives, particularly by forging productive working relationships with key stakeholders and people of diverse professional
and cultural backgrounds.
6. Highly effective oral and written communication skills, with proven capacity to tailor messages to suite a variety of audiences.

1. Tertiary Qualifications in a related discipline such as Engineering, Economic and/or Business.
