The QLD Department of Transport and Main Roads is seeking to employ an Executive Director to lead the newly established Regulatory Compliance and Enforcement Section within the Land Transport Safety and Regulation Branch. As this unit enters a period of transition and change, the role will require a strong and compassionate leader to build a culture of high performance, inclusivity and excellence. With three direct reports and oversight of more than 90 FTE, this opportunity will allow you to draw on your already impressive leadership skills to demonstrate your ability to create and foster an environment that’s cohesive to establishing a high performing branch.
The Role
Reporting to the General Manager (Land Transport Safety and Regulation), the Executive Director (Regulatory Compliance and Enforcement) will be responsible for:
- Establishing a TMR Centre of Excellence that designs and delivers relevant Regulatory Compliance Strategies, Frameworks and Plans; developing best practice in the application of digital capability, data analysis, auditing, intelligence, investigations, and Enforcement.
- Leading a high performing and collaborative Regulatory Compliance and Enforcement function that delivers state-wide compliance monitoring and specialized compliance regulatory programs.
- Leading the development of improved regulatory practices and quality improvement initiatives.
- Continually growing digital capability within the Regulatory Compliance and Enforcement function; ensuring the strategic deployment of ‘fit-for-the-future’ inspection and Enforcement resources, and lead the implementation of digital transformation strategies, surveillance functions and data-led interventions targeted at improving road safety, managing vehicle non-Compliance and excessive breaches.
- Delivering a range of policy initiatives to meet the obligations of state-based legislation to improve safety, access to the network, transport vehicle and scheme compliance; and limit complexity for our customers.
- Leading effective partnerships with key internal and external stakeholders (including local government and the Queensland Police Service) to best deliver Regulatory Compliance and Enforcement outcomes and initiatives.
- A record of success as a leader in a large and complex organization; a demonstrable outstanding leadership ability.
- Proven ability to lead the delivery of high-profile government priorities, along with excellence in client service.
- A strong background in either the public, private and/or not for profit sectors in strategy and policy implementation, service delivery, and client service.
- A proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce.
- Excellent communication and negotiation skills, a strong agility to adapt to a constantly changing environment, and a strong achievement orientation.

The Executive Director (Regulatory Compliance and Enforcement) requires an innovative and modern regulatory expert, who is passionate about playing a strong, visionary and transformational leadership role in the new era of the department’s Regulatory Compliance and Enforcement function. This role requires strong professional leadership and management capabilities to lead the design and delivery of the department’s new Regulatory Compliance strategy, framework and operational program.
