DFAT's Overseas Property Office and Services division manages the Australian Government's international property network, including owned and leased estates, and a significant domestic property estate. This global property portfolio comprises over 1,000 owned and leased properties in 108 locations across five continents. The overseas owned estate was valued at $3.1 billion at 30 June 2023.
Our ideal Facilities Manager will be self-motivated and have excellent communication and stakeholder engagement skills. In addition, the following experience, education and/or qualifications will be highly regarded:
• Commercial Office Property Lease Administration
• Property Facilities Management experience and/or qualifications in a property related discipline
• Good understanding of government financial framework and procurement policy

The key duties of the position include
Strategy and Governance
- oversee the Service Provider (currently JLL) who is responsible for the day-to-day management of leases and property management services.
- drive JLL accountability and performance, including through the preparation of annual workplans and associated budgets.
- provide estate planning and facilities management advice to senior management, fellow colleagues and other parts of the department in a manner that aligns with department priorities and complies with applicable legislation, regulations, policies, guidelines and procedures.
- monitor the performance and quality of facility operations by analysing relevant information generated from a wide range of sources (e.g. performance surveys, capital expenditure and other key performance indicators).
- intervene and resolve complex contractual or stakeholder management issues, including property lease arrangements.
- lead the promotion and application of continuous improvement principles in order to benefit the way the team engages facility management services.
Program Delivery
- manage all DFAT's Australian based properties including leasing, operating expenses and maintenance.
- ensure regular inspections of the department's property portfolio to ensure that operational and compliance requirements are met.
- lead and manage the logistics for the coordination of workplace moves according to organisational change including new fit outs and changes to fit outs.
- lead on workplace health and safety issues around domestic property.
- investigate, respond to and resolve facility operation and service provider and contractor issues of varying degrees of complexity and sensitivity. Suggest solutions and communicate trade-offs to senior officers as appropriate when escalating matters.
- manage building contracts and service providers to ensure that services provided are completed on budget, on time and within set parameters.
Stakeholder Engagement and Management
- liaise and collaborate with key internal and external stakeholders to keep abreast of facility management issues and challenges.
- build, maintain and facilitate engagements with a wide network of stakeholders (both internal and external).
