About the opportunity Reporting to the Distribution and Retail Approvals Manager, the Gas & Pipelines Engineer Distribution is responsible for delivering regulatory compliance services to regulated energy entities, Gas and pipeline trades, small business, government partners and the Victorian community. This role plays an important regulatory role in keeping the Victorian community safe and is responsible for delivering consistent, efficient and effective services. As the Gas & Pipelines Engineer - Distribution, you will draw on industry insights of current safety trends and engage and build strong relationships with key industry stakeholders, providing advice and implementing ESV’s Regulatory Operations Strategy. You will work closely with Energy Safe’s leaders and peers to lead and support projects and initiatives and leverage technical expertise so as to ensure integration with ESV’s broader strategic goals. Your responsibilities will include:
- Assessing safety cases and safety management plans to ensure they meet their obligations under the Gas Safety Act, 1997, the Pipeline Act, 2005, relevant legislation and are in accordance with Energy Safe Victoria’s requirements;
- Reviewing the suitability of formal safety assessments/safety management studies for gas distribution networks and gas transmission pipelines to ensure potential hazards and risks are identified, evaluated adequately and mitigated as far as practicable;
- Reviewing construction safety management plans, pipeline integrity management plans, repair plans and operational integrity assessments. For example – intelligent pig reports, fitness for service and dig-up assessment reports;
- Reviewing safety incident reports, quarterly and annual reports and liaising with gas companies to follow up on remedial actions;
- Leading and/or participating in technical/system assurance audits, preparing formal findings reports and providing feedback;
- Addressing non-compliances, resolving issues with management and recommending changes in practices to meet legislative requirements;
- Monitoring compliance to accepted safety cases and liaising with licenses and relevant stakeholders to ensure ongoing satisfaction of legislated requirements;
- Assisting senior engineers and managers with breaches to technical compliance as specified by relevant Australian and International standards, industry codes and best practice;
- Assisting in specialist regulatory tasks including conduct of investigative audit tasks that contribute to the improvement of regulatory compliance;
- Providing support to investigations and carrying out enquiries in accordance with policy; Responding to complaints received by ESV in relation to potential breaches of the Act, regulations and standards; and
- Other relevant duties as required.
To be successful, you will have:
- A relevant engineering qualification with substantial experience in the gas distribution and/or transmission industry;
- Knowledge of gas legislation, regulations and standards, in particular AS2885, AS4645, the Gas Safety Act, the Pipelines Act, codes and practices related to safety management systems and risk management practices;
- Experience in conducting audits and inspections;
- Excellent conceptual, analytical and problem-solving skills with the ability to interpret and apply relevant safety standards in accordance with applicable legislation, regulations and standards;
- High-level verbal and written communication skills with the ability to prepare formal reports; and
- Well-developed interpersonal skills with the ability to liaise with multiple stakeholders.
