The High Speed Rail Authority (HSRA) is seeking to establish a dynamic team to drive innovation, strategy and success and invite individuals who thrive on challenge and have the vision to drive a nationally significant project that is poised to shape the planning of Australia's future.
Reporting to the Executive General Manager Projects & Commercial, the General Manager Commercial will have key responsibility for leading the development and implementation of commercial and delivery strategies related to the Business Case and subsequent HSRA Corporate Plan. You will act as a skilled and trusted advisor, providing recommendations and challenges to senior management to guide decision-making on matters that affect the strategic direction and reputation of the Authority. This will include developing commercial and procurement strategies to assist with the delivery of the Sydney to Newcastle Business Case for the east coast High Speed Rail corridor. You will lead the development of the overall Delivery model for the Network and have executive oversight of all aspects of cost estimates, risk allocations and the construction budget. You will also lead industry engagement and achieve delivery targets for all core deliverables.
Suitable candidates must be Australian Citizens and have tertiary qualifications in a related field such as Construction, Quantity Surveying, Business, Finance, Commerce or similar. A professional qualification of Quantity Surveyor or similar / Chartered Accountant (CA) / Certified Practicing Accountant (CPA) is desirable. Significant experience at a senior executive level is required, incorporating reporting obligations to stakeholders (including Boards). You will have strong commercial acumen with extensive budgeting, forecasting and financial performance evaluation experience. The ability to develop robust strategic business plans, including financial and business analysis, budgeting, forecasting and financial performance evaluation, is required. Experience in executive, sub-committee and Board reporting is desirable, as well as working on complex projects, programs, and services, sensitive to public scrutiny.
