Level of appointment and progression from Level 3 to Level 5 will be dependent on qualifications and experience in the position.Closing Date: 11:59pm (AEST) Sunday, 10 March 2024About YouTo undertake this position, you will be either undertaking tertiary studies or have recently completed an associate diploma in Civil Engineering or bachelor’s degree in Civil Engineering and/or in addition years of experience in a professional experience in the relevant discipline.You will have experience in traffic data collection and analysis and ideally an understanding of traffic engineering experience.The position's focus will be:Level 3Assist Transport and Traffic team with the investigation and response to customer enquiries, requests for Heavy Vehicle Permits and Events in relation to traffic engineering matters.Assist senior officers with the research and analyses of crash data and provide general advice.Assist senior officers with the investigations.Assist with the collection, management and analysis of traffic count data. Assist with other relevant duties as required from time to time which would generally fall within the scope of this position.Level 4 (in addition to Level 3 requirements)Assist Transport and Traffic officers with the implementation of regulatory, directional and speed signage plus line-marking changes throughout the Council road network as required and in accordance with standard procedures and Council values.Assist with the assessment of Traffic Management Plans and Traffic Guidance Schemes associated with events and civil infrastructure projects and provide advice to senior officers.Assist senior officers with the investigation and response to heavy vehicle requests relating to travel routes for excess mass and over-dimensioned vehicles in accordance with the requirements of the National Heavy Vehicle Regulator and Council.Assist with the collection, management and analysis of traffic count data and provide technical advice and recommendations to designers, senior officers, and the general public.Assist senior officers with the research and analyses of crash data managed by the Department of Transport & Main Roads to assess crash risk and help develop potential infrastructure improvements to resolve deficiencies.Assist with Council’s Traffic Advisory Committee and Speed Management Committee.Consider the needs of all road users including pedestrians and cyclists.Assist senior officers with the preparation of road safety audits and/or preparation of briefs for external road safety auditors to identify road safety issues.Support in the preparation of conceptual plans to address identified road safety issues.Assist with the review of civil engineering design plans and provide technical input.Assist senior officers with the preparation of applications for government assistance programs as required, such as Black Spot, TIDS, SafeST, STIP, the Cycle Networks Program (CNP) and others.Assist with other relevant duties as required from time to time which would generally fall within the scope of this position.Level 5 (in addition to Level 4 requirements)Implement regulatory, directional and speed signs plus line-marking changes throughout the Council network as required and in accordance with Standard Procedures and Council values.Assess Traffic Management Plans and Traffic Guidance Schemes associated with events and civil infrastructure projects and decide whether to approve or refuse such proposals.Investigate and respond to heavy vehicle requests relating to travel routes for excess mass and over-dimensioned vehicles in accordance with the National Heavy Vehicle Regulator.Play a key role on Council’s Traffic Advisory Committee and Speed Management Committee, including the preparation of technical reports.Research and analyse crash data managed by the Department of Transport & Main Roads to assess risk and develop potential infrastructure improvements to resolve deficiencies.Ensure the safe and efficient needs of all road users are appropriately catered for, including pedestrians and cyclists.Assist in the preparation of road safety audits and/or preparation of briefs for external road safety auditors to identify road safety issues.Prepare conceptual plans and/or preliminary designs to address identified road safety issues.Review and provide technical input on civil engineering designs.Assist in the preparation of applications for government assistance programs as required, such as Black Spot, TIDS, SafeST, STIP, the Cycle Networks Program (CNP) and others.Such other relevant duties as required from time to time which would generally fall within the scope of this position.Further QuestionsPlease contact Scott Morgan, Technical Officer - Transport and Traffic on (07) 5329 6116 for any further information regarding the position.
