AddressMincore Pty Ltd seeks expressions of interest for an experienced HSE Manager for an exciting new green fields project in the Kido Precinct of Papua New Guinea. (Approximately 25km east of Port Moresby).
Are you an experienced Health, Safety, and Environment (HSE) Professional ready for a new challenge?
Mincore is seeking a dynamic individual to join our team as the HSE Manager and oversee health, safety, and environmental issues and to create a culture of safe work practices for the entire Project and all staff. Based on site, you will work closely with our Construction Manager to ensure safe work practices are adhered to by all staff and contractors daily. The position reports directly to Construction Manager and will be responsible for helping our project team drive our site safety culture, develop the project specific safety related procedures with the aim of zero harm to people, Equipment and the Environment.
Ideally you will have experience on Construction projects in the Minerals processing sector from a HSE perspective. To be considered for this exciting and challenging role, you will need to bring your expertise in effectively managing all HSE requirements, preparing weekly and monthly reports, daily toolbox talks, risk assessments, incident reporting, permits, JSEAS, SWMS and other relevant HSE documentation for the project, with an expected 18-month duration. This role requires a detail-oriented hands-on HSE manager with a proven track record of success in HSE management on large-scale projects. The role is open to both expat and local suitably qualified individuals. Site rosters will be advised.
The Role:
You will need to be a motivated self-starter who has the experience and willingness to interact at all levels of the business. Strong communication skills are essential as you will be the HSE focal point when interacting with senior leadership, the client an onsite contractor.
On a daily basis you will be required to:
- Coach and influence frontline leaders and workers, engaging teams to establish high standards of safety in everyday work.
- Provide expert guidance or facilitation, incident investigations, risk assessments, safe operating envelopes, safety critical elements and other aspects of process risk management.
- Manage site HSE subordinates as required.
- Conduct hazard and risk analysis as required, review contractor SWMS and other relevant documentation for effective safe systems of work high-risk work activities.
- Embed a strong safety culture across project site through the application of HSE Behaviours and establishment of a learning culture.
- Provide effective leadership in promoting, respecting, and complying with the HSE practices of the organisation.
- Manage Mincores’ focus on safety, liaise with stakeholders on HSE matters, and ensure compliance with WHS and environmental legislation on site in PNG.
- Assist with and oversee ICAM investigations and manage the integrated management system (IMS) in accordance with ISO 9001, ISO 14001, and ISO 45001 standards.
- Prepare HSE reports, procedures, and management plans, and oversee the development of project-specific HSE plans.
- Develop and execute health and safety plans in the workplace according to legal guidelines.
- Prepare and enforce policies to establish a culture of health and safety.
- Evaluate practices, procedures and facilities to assess risk and adherence to the law.
- Conduct training and presentations for health and safety matters and accident prevention.
- Monitor compliance to policies and laws by inspecting employees and operations.
- Inspect equipment and machinery to observe possible unsafe conditions.
The Person Requirements”
- Minimum 10- 15 years’ experience in a similar role (preferably with previous experience in PNG)
- Sound knowledge and management of ISO 9001, ISO 14001 and ISO45001 systems.
- Intermediate level of computer literacy.
- Diploma in Occupational Health and Safety or similar.
- High level of working knowledge of HSE systems and continual improvement principles, practice and legislation.
- Extensive HSE experience within the Resources sector (Mining or Oil and Gas)
- Proven leadership and management experience.
- Successfully Safety audits in accordance with ISO 9001, ISO 14001 and ISO45001.
- Familiarity with PNG HSE legislation.
- Provide effective leadership in promoting, respecting, and complying with the HSE practices of the organisation.
- Coach and advise team members in root cause analysis, support field/project HSE teams.
- Prepare HSE reports, procedures, and management plans, and oversee the development of project-specific HSE plans.
- High level awareness and understanding of injury management processes and workers compensation legislation as applicable.
- Track record of working with senior management and implementing HSE management plans.
- Demonstrated ability to lead, influence and build effective relationships at all levels
- Experience with coordinating risk assessment workshops as applicable
- Controlling and mitigating workplace hazards
- Ability to lead incident reporting and evidence gathering
- Track record of developing safety audit standards and safety training programs
- Experience with mobile plant operations in a construction and operational environment
- First Aid or Senior First Aid Certificate
- Construction White Card
