About the role
Join our team as an Infrastructure Funding and Grants Officer. Responsibilities include the negotiation, implementation, administration and monitoring of planning agreements between Council and developers for the provision of local infrastructure to support development. You will also oversee consultants, review and prepare submissions on Strategies, Plans and Policies, and facilitate community engagement in line with the relevant NSW planning and assessment framework. You can also expect to:
- Understand the NSW Environmental Planning and Assessment Act, NSW Environmental Planning and Assessment Regulations, relevant Planning Agreement and Developer Contributions Practice Notes and the broader statutory framework in which Planning Agreements, Developer Contributions Plans, Housing and Productivity Contributions and State Planning Agreements operate;
- Negotiate, evaluate, review, monitor and report on Planning Agreements and other grants, development, property and planning-related contracts from inception to delivery;
- Implement a monitoring system to ensure the complete delivery of all contract requirements;
- Ensure proposed Planning Agreements are aligned to Council’s Strategies, Policies and Plans, whilst considering input from community and government agencies.
- Engage with key stakeholders to identify requirements and timing for the delivery of community benefits, including project crossover and opportunities for collaboration to deliver efficiencies and cost sharing.
- Implement and administer the Bayside Council Planning Agreement Policy.
- Deliver value for all stakeholders in an ethical, social and environmentally responsible manner, being mindful of probity, privacy and project sensitivities.
- Promote the positive and collaborative culture and values of the organisation through open, fair and transparent decision making and ethical, professional behaviour, including with internal business units of Council.
About you
We are looking for some who has:
- Tertiary qualifications and/or equivalent experience in a relevant field (e.g. Urban Planning, Architecture, Landscape architecture, Contract Management, Law, Property, Economics, Project Management);
- Recent experience in the negotiation and execution of Planning Agreements or other relevant contracts;
- Extensive experience in a Contract Administrator/Management or Project Management role in the local government, property or development industry;
- Demonstrated experience and knowledge across a number of functional areas within relevant fields, including Contract Management, Law, Property, Economics, Project Management, Architecture or Planning.
- Detailed knowledge of the full property cycle including planning, analysis, design and Property Valuation, feasibility analysis and quantity survey or estimates
- Demonstrated experience and knowledge in a commercial transaction and/or legal environment, including the development industry.

Salary Range: $98,352.27 - $110,154.52 per annum plus 11% superannuation plus
