Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It will be a catalyst for 10 years of wider rail transformation across the whole of South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympic and Paralympic Games.

Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class ‘ETCS' signalling system.

About the Role

The role of Legal Counsel is to support the General Counsel to protect the interests of the State and the CRRDA by providing expert, independent legal advice to the Minister, Board, Chief Executive Officer and staff of the CRRDA on contractual and legal issues involving or affecting the delivery of the CRR Project, other ‘transport related projects’ prescribed under the Cross River Rail Delivery Authority Act 2016 and CRRDA more generally. The Legal Counsel reports directly to the Deputy General Counsel or a Senior Legal Counsel and will join the high performing in-house legal team at CRRDA. 

Key Responsibilities:

  • Coordinate the provision of independent, cost effective, high quality, timely, solutions- focused and authoritative legal advice and services to the CRRDA on the contractual and legal issues involving or affecting the delivery of the CRR Project and other ‘transport related projects’ as requested by the General Counsel, Deputy General Counsel or relevant Senior Legal Counsel.
  • Support the provision of independent, cost effective, high quality, timely, solutions- focused and authoritative legal advice and services to the CRRDA on the contractual and legal issues involving or affecting the delivery of the CRR Project from time to time, in consultation with the Deputy General Counsel or Senior Legal Counsel.
  • Maintain the professional and ethical standards of the profession and the public service.
  • Partner with relevant Delivery teams by proactively identifying and managing contractual and other legal risks associated with relevant packages of work.
  • Become the in-house expert on the contractual arrangements nominated by the General Counsel, Deputy General Counsel and/or Senior Legal Counsel, and support the Commercial team manage contractual claims and disputes.
  • Provide timely and accurate advice to CRRDA regarding legal matters involving or impacting CRRDA’s operations, including providing legal input to briefing papers and other communications.
  • Promote and maximise the CRRDA’s operational and commercial effectiveness and reputation.
  • Assist the CRRDA to use the legal services available to it in a fiscally sustainable manner, including managing external counsel to drive value for money.
  • Manage, document, and retain corporate legal knowledge for the CRRDA.
  • Work with colleagues in other agencies and authorities to deliver outcomes that are in the best interests of the State, the CRR Project and other ‘transport related projects’.

About You:

The successful candidate will be able to demonstrate the following key competencies:

  • Legal experience across the public and/or private sectors, in particular in transport, infrastructure and/or major projects, with a background in formulating effective legal solutions for complex matters related to project delivery.
  • Experience and success in fostering legal compliance with commercial acumen, collaboration and active participation especially across multi-disciplinary teams.
  • Experience in back-end construction law relating to major projects.
  • Awareness of legislative and policy considerations relevant to project delivery and collaborative contracting models.
  • Exceptional written and verbal communication skills, self-motivated with exceptional time and practice management skills.

Mandatory requirement:

  • Admitted or immediately entitled to be admitted as a legal practitioner of the Supreme Court of Queensland.
