The APS 5 Management Accountant will be required to work in a complex operating environment as part of the Naval Construction Branch (NCB). The position supports the implementation and delivery of continuous shipbuilding, is an integral part of the Business Cost Team and will have an opportunity to embed cost management processes, ensuring a clear and consistent approach that aligns with management and financial accounting activities.
The position is located in Adelaide and involves staff supervision. The key responsibilities and duties for the position are:
- Undertake cost investigation and assurance activities to ensure shipbuilding invoice claims are accurate and compliant with contracts, legislation, financial regulations and policies;
- Undertake analysis of shipbuilding cost performance and shipyard costs, and provide assessment of reported forecast and variations, using earned value management and other cost performance techniques and tools;
- Undertake analysis of financial aspects of procurement submissions and quotes to ensure compliance with relevant Commonwealth legislation, Defence policies and NCB processes;
- Assist with the preparation and ongoing management of various shipbuilding budgets, working collaboratively with team members and numerous stakeholders within the Defence maritime environment;
- Supervise staff, including setting tasks and priorities, and managing work flow to ensure priorities and key expected results are met.
About our Team
The Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct. We are headquartered in Osborne, SA and have a detachment in Henderson, WA and a smaller presence in Port Macquarie, NSW.
NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing the construction to ensure quality and standards are met, storing lessons learnt and developing standard shipbuilding procedures for construction.
NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, Young Endeavour, Mine Hunter Vessels, Evolved Cape Class and Pacific Patrol Boats. Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where you are part of a working shipyard, being able to see and contribute to the vessels delivered and used in Service by Navy.
