Hays Recruitment have partnered with a well-known, government-owned Water statutory corporation based in Horsham. They are responsible for providing, managing, operating and protecting the water supply and sewerage systems across the regional community.
Your new role
As an experienced Manager of Business Strategy Planning and Performance, you will be responsible for development of key business strategies, performance management, budget preparation, development of financial and regulatory plans, procurement, fleet management and providing analysis and interpretation where necessary.
The Manager Business Strategy & Performance oversees the administration of financial management systems to ensure that the information collected complies with accounting standards, legislation, and regulatory codes and that the Corporation benefits from the most efficient use of resources.
Along with the above, the key duties of the role include, but not limited to, the following:
• Coordinate the development of the Corporation's pricing and investment strategies, financial plans and submissions utilising the performance planning framework, including the Price Submission and annual Corporate Plan.
• Oversee preparation of the monthly Business Performance Report and provide commentary on any variance analysis where performance against Key Performance Indicators, targets and ratios are outside expected parameters.
• Control and report as required the preparation of the Corporation's revenue, recurrent expenditure and capital expenditure budgets and financial plans.
• Prepare and assist in the development of subsidiary plans and project specific business cases as required.
• Develop and implement performance management capabilities across the business to improve and monitor performance against various plans.
• Manage the purchasing functions of the GWMWater.
• Develop and maintain appropriate costing systems that will provide an accurate measurement of real service costs including the allocation of all non-direct costs incurred by the Corporation.
• Oversee the management of the Corporation’s motor vehicle fleet, ensuring that the Corporation benefits from the most cost-effective methods for the purchase, operation, and disposal of all such assets.
What you'll need to succeed
Essential:
• A relevant degree in Accounting, Economics or related discipline
• Demonstrated senior management and/or commercial experience in finance, preferably in a regulated or asset intensive industry
• Demonstrated ability to manage, motivate and lead a team of specialist staff to provide effective support and services to the business
• Demonstrated experience in the management, development and operation of computerised accounting and financial costing systems
• Well-developed interpersonal, communication, conceptual and analytical skills; and
• Well-developed data analysis skills.
Desirable:
• An understanding of the Water Industry Regulatory Order (WIRO) and the ESC Regulatory Accounting Code
• ICA or CPA or be progressing toward the achievement of these qualifications
• An understanding of the Financial Management Act 1994 and Financial Reporting Directions issued by the Minister for Finance; and
• An understanding of National Greenhouse and Energy Reporting requirements.
