The role
The role of the Manager - Business Systems & Assurance encompasses multifaceted responsibilities aimed at optimising project management practices, ensuring effective utilisation of Business Systems, and driving organisational excellence. Primarily, the manager oversees the Project Management Office (PMO), leading initiatives to develop and uphold project management frameworks, track benefits realization, and enhance project governance. Additionally, the role is also responsible for leading the Business Systems and Improvement team, focusing on shaping and optimising the Oracle Cloud ERP product, Aspire, to meet WAPHA's business objectives and user needs. Central to the role is fostering a culture of collaboration, transparency, and continuous improvement within the team while maintaining strong stakeholder relationships and ensuring alignment with WAPHA's mission and values. Through strategic planning, stakeholder engagement, and effective leadership, the Manager plays a pivotal role in driving organisational success and delivering value to stakeholders across WAPHA.
This role will be offered as an on-going position on a full-time basis and offers the flexibility to work from home and office.
Key tasks and responsibilities include but not limited to:
- Team Leadership
- Provide leadership, guidance, and mentorship to a multidisciplinary project delivery and change team.
- Foster a culture of transparency, accountability, collaboration, and continuous improvement within the team.
- Set clear performance expectations and provide regular feedback to team members to support their professional development.
- Leading the Project Management Office (PMO):
- Review and approve project and change management processes and procedures, as detailed within the WAPHA Project Management Framework as well as standards, and templates.
- Provide guidance, mentorship, and support to project sponsors, managers, and change managers.
- Develop a business benefits framework to track and report on benefits realization across all projects and strategic initiatives.
- Project Assurance Executive reporting on a monthly basis
- Leading Business Systems & Improvement:
- Review, approve and communicate the vision, strategy, and roadmap for Aspire (Oracle Cloud)
- Oversee the implementation of Aspire roadmap.
- Ensure there is high quality end-user training and support, and monitor adoption, satisfaction, and experience.
- Stakeholder Management:
- Establish and maintain strong relationships with internal and external stakeholders.
- Support and engage leaders with project activities and initiatives.
- Develop a strong informal and formal network and be recognized as a trusted adviser.
About you
To be considered for this role, candidates must meet the following selection criteria:
Essential experience and education
- Tertiary qualification in related field or demonstrated Program Management, Project Management Office (PMO) experience. Prince 2 or PMP certifications.
- Project management experience.
- Team leadership experience.
- Leadership and Influence to be able to inspire and motivate cross-functional teams to achieve common goals. Strong leadership skills, combined with the ability to influence without direct authority, are essential for driving collaboration and alignment across the organisation.
- Benefits realisation and project assurance understanding.
- Strategic thinking experience and a strategic mindset.
- Strong decision-making skills, informed by data and analysis, are essential for navigating challenges and making tough decisions, such as prioritizing projects, resolving conflicts, or changing course based on feedback or market changes.
- Exceptional stakeholder management, interpersonal and communication skills – both written and verbal.
- Ability to work effectively at all levels in an organisation.
- Ability to establish and maintain strong relationships.
Desired experience and education

- User centricity focus - Understanding the needs and preferences of users, empathize with users, gather feedback.
- Technical Acumen. Having a basic understanding of technology and the software development process is beneficial.
- Agile scrum certification.
- Prince 2 program management certification.
