About the Role
The Manager, Change Management develops and implements Change Management strategy for the Digital Modernisation Programme (DMP) and plan for effective adoption of changes by employees and external stakeholders to improve efficiency and compliance.
Establish a change framework and lead Change Management activity and engagement to support transformation programs enabling a step change in the capabilities of the public sector delivering better outcomes of citizens and staff alike.
The role is temporary until 30 April 2026 with potential for extension.

Digital Modernisation Program Overview
The Digital Modernisation Programme (DMP) represents a forward-looking, multi-year initiative aimed at enhancing the integrity and sustainability of the NSW Electoral Commission (NSWEC) while streamlining the delivery of electoral services to the citizens of NSW. Committed to strengthening our electoral processes, NSWEC is dedicated to investing in digital capabilities to ensure the resilience and longevity of our democratic systems.
DMP's overarching goals encompass several key objectives. These include preserving and enhancing the integrity, resilience, and sustainability of electoral operations, addressing evolving cyber threats in a dynamic technological landscape, reducing escalating operational costs associated with maintaining aging systems, expediting our adaptability to enact legislative and regulatory changes, and harnessing innovation to meet the evolving expectations of our constituents in an increasingly digital era.

Essential requirements
As the successful candidate, you will have:
· Significant Change Management experience including large digital transformation projects with internal and external stakeholders.
· Experience working in government delivering Change Management
· Proven track record in managing stakeholders effectively
· Demonstrated ability to achieve change outcomes in an ambiguous environment.
· Relevant tertiary qualifications.
· Politically neutral with no current or past affiliation to political parties or lobbyists/campaigners.
· Satisfactory Criminal Record check result.
