Job description:
The Manager Communications DPAC has a dual role involving whole-of-government and departmental responsibilities. The Manager is responsible for providing direction and leadership to the Communications Unit which provides specialist communications advice and services to ensure the Department effectively communicates with internal and external audiences in a responsive way. The Manager also works as a conduit for the strategic goals of the Secretary, DPAC / Hoss and the communications team. Services provided include media, marketing, public relations and print and electronic publishing. The Communications Unit also has a significant event management role. This position is accountable for developing and managing the Tasmanian Government Communications Policy, including advising all government agencies on communications policy interpretation and application and evaluating the effectiveness of the policy in helping the Government to meet its objectives.

Hours per fortnight

Duties
Provide informed, authoritative and timely advice on external communications activities including media management.
Provide high quality advice to the Director, Secretary and internal stakeholders, and communication practitioners in other agencies on communication policy and trends that influence or are relevant to government communications and marketing activities.
Represent the Department internally and externally by providing expertise negotiating outcomes, liaising with and maintaining relationships with stakeholders, including the Premier’s Office and Ministerial Offices, that help achieve the strategic priorities of the Communications Unit and the Department.
Provide strategic leadership of the Tasmanian Government Communications Policy, including the Tasmanian Government Branding and Logo Policy, and communications website, to motivate best practice in all Government agencies.
Oversee the strategic management of major events with a high public profile such as the Government’s show exhibit, National Australia Day Program events, and other significant state events.
Manage and negotiate contracts and processes for external communications and marketing services and platforms, including the Panel of Preferred Providers of Marketing and Communication Services, whole‑of‑government media monitoring contract and media library.
Provide strategic leadership and manage the Communications Unit (including financial and human resources) to provide services that ensure that DPAC’s internal and external communications are effective, and reflect and contribute to the strategic direction of the agency.
The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.
Desirable Requirements
A degree or other relevant tertiary qualification and considerable experience in public administration and governance.
