- Leading the development of innovative budget, policy and financial management analysis and advice on a variety of whole of government issues including departmental performance against outputs, efficiencies, budget and resource allocation. This could include funding of government services and programs, fiscal strategy, industrial relations and policy implementation;
- Lead and undertake the authoring, planning and coordination of briefings and other financial and policy inputs to decision making for a range of publications, budget documents and financial reports; and
- Lead the critical and constructive challenging of processes and identify opportunities for improvement, innovation and knowledge management across the Team, the Division and the Department.
- Managing team members and taking responsibility for the coordination and performance of teams so that individuals and teams deliver on agreed outcomes and to high standards. This will include building the capability of staff, supervising and coaching both direct reports and other staff across the division, setting objectives and work priorities to meet strict deadlines and maintaining a positive and healthy team culture;
- Actively supporting and contributing to Departmental goals, demonstrate organisational values and behaviours, and a commitment to personal and professional development; and
- Contributing to leadership across the Department, the Division and the Team on key financial and/or analysis processes, including managing risks, providing clear and robust advice, and supporting high quality publications such as budget documents and financial reports.
- Building and maintaining effective relationships within the Department and with other central and portfolio agencies including the ability to provide strategic focus to high-level problem solving and negotiations with key stakeholders;
- Establishing and managing productive and constructive stakeholder relationships, to support informed decision-making and enable timely responses to requests for information; and
- Influencing stakeholder perspectives and proactively persuading stakeholders to consider their own issues from a broader perspective. Influences stakeholders to adopt more appropriate/alternative course of action by using a range of strategies; and
- Proactively identify stakeholder issues and development of a thorough understanding of the complexity of stakeholder needs and values. Adopting a stakeholder perspective to identify issues that may not be obvious or known.
- A record of achievement in the provision of high quality strategic advice to senior management or government on resource management and allocation, including an ability to apply expertise to non-routine or complex data, resulting in establishing high quality options or alternatives and recommendations.
- High level innovative and analytical problem solving and solution generation skills, combined with a flexible and agile approach.
- High level capability and proven ability in managing teams, setting team objectives, developing capabilities, assigning team priorities and managing performance standards for individuals combined with an ability to provide leadership to facilitate resolution of complex issues and maintain a positive and healthy team culture.
- Sophisticated understanding of government policy and/or fiscal, budget, accounting and financial management policies, processes and reform directions.
- Proven ability to develop stakeholder relationships and negotiate and influence others to achieve strategic objectives.
