About the role

Reporting to the Director National Services Transition, As the Manager Harmonisation you will manage a specialist team to identify, assess, define, prioritise and implement harmonisation initiatives across policy, processes, systems, infrastructure and assets to deliver a borderless operational workforce.

As a senior leader of the NHVR’s Legal Services team, you will:

  • Lead the Harmonisation team, embedding the NHVR’s values and driving a high performance culture.
  • Evaluate ongoing opportunities for harmonisation, providing options analysis for Executive decision making.
  • Review the current performance indicators for On Roads, developing a wholistic perspective on the future end state for asset, infrastructure and workforce capability for all On Roads Officers.
  • Work with the AIR team and the NHVR Training team to coordinate a future workforce model that provides effective, proactive deployment focussed on education in the supply chai and identifies and removes barriers to borderless operations and adoption of a national on-road compliance resource deployment model.
  • Deliver harmonised business processes, systems, policies, asset and infrastructure plans that delivers efficiency, productivity and safety benefits to industry and the community.
  • Work closely with WHS team to standardise regional approaches to assessing and treating identified risks in the on-road operations environment and agreeing minimum standards to be applied nationally.
  • Work closely with P&C team to assess and review deployment approaches and rostering principles applied locally to consult and evolve towards common standards and principles.
  • Provide high quality effective operational policies and procedures that reflect WHS standards and form the basis for effective operational advice to authorised officers on the application of the HVNL and the performance of their duties.
  • Oversee the development and implementation of national risk-based scheme for the inspection of heavy vehicles.
  • Manage local procurement support for all regional sites, including a national asset strategy and procurement approach for on-road assets.

  • Highly developed written, oral and interpersonal skills appropriate to senior levels of government and industry, including clear and concise analysis and expression of complex ideas and issues

Highly Regarded:

  • Tertiary qualification in business, public administration or relevant discipline.
  • Extensive project management, leadership, people management, communication and negotiation skills.
  • Demonstrated knowledge and understanding of the heavy vehicle regulatory environment and inter-relationships between state and territory governments and the NHVR.

You will demonstrate initiative and attention to detail, as well as an ability to work with minimal supervision and contribute to the achievement of team goals. With a positive and flexible attitude, you will enjoy working in a fast paced, high-volume environment with multiple competing priorities and ambiguity.

Along with your excellent written and oral communication skills, you will have the ability to effectively negotiate with and influence a diverse range of people with a view to achieving desired outcomes and improving overall organisational maturity.  An ability to develop and maintain constructive relationships with internal clients and external stakeholders will see you thrive in this role.
