About the Role

We are seeking a self-motivated Manager Land Coordination Facilitation to support the Executive Director and Land Coordinator General in unlocking government land for housing, as outlined in the Victoria Housing Statement. This role requires strong stakeholder management and analytical skills, the ability to adapt to changing priorities, and a passion for learning.

Position Outcomes / Accountabilities
The Manager Land Coordination Facilitation will provide expert advice to the Land Coordinator General and Executive Director to streamline approval pathways for housing development. Responsibilities include managing relationships with departmental colleagues and government landowners to facilitate the delivery of 9,000 dwellings over 10 years, handling complex and sensitive information, and preparing technical, policy, and program advice for ministerial and cabinet consideration. The role also involves advising on corporate activities, coordinating all reporting for the Strategy and Precincts Group, and preparing cabinet submissions and other business-related documents. Additional duties may be assigned as per Section 31A of the Public Administration Act 2004 (Vic).

Builds trusting relationships with Senior Leaders across the VPS to engender support for proposals. Provides thought leadership to others on area of expertise.
- Project Delivery (Leading): Is regarded as a thought leader in project management; Considers historical, political and broader context to inform project direction and mitigate risk; Engage key stakeholders at senior levels; Balances the needs of clients, team, and the organisation.
- Partnering and Co-creation (Leading): Champions the importance of partnership through co-creation approaches; Brings people together to share resources, tools and case studies to build capability and confidence around co-design; Takes the lead in complex and high profile VPS wide co-create activities; Identifies potential issues and setbacks and is aware of the broader political, organisational and demographic landscape that may influence co-design, sharing expertise with others.
- Systems Thinking (Leading): Formulates potential courses of action to achieve future objectives based on an in-depth understanding of the business environment and its systems.

Qualifications and Experience
Mandatory
- Experienced senior VPS leader with a proven success working in a large and diverse organisation.
- Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.
Desirable
- Relevant tertiary degree or equivalent in areas such as land use planning, economic development, investment facilitation or public policy.
