The National Film and Sound Archive
The National Film and Sound Archive of Australia (NFSA) is Australia's audiovisual archive, telling the national story by collecting, preserving and sharing audiovisual media, the cultural experience platforms of our time. The collection itself dates back to 1935, making it one of the world's oldest audiovisual collections. It is also one of the country's most used cultural collections, with around 125 million views of collection content each year.
The NFSA is in a period of significant change. Following increased Government investment, the institution is in a process of digital transformation, establishing the NFSA as Australia's most dynamic and valued cultural organisation. We are rebuilding our curatorial workforce, and developing the NFSA's capacity to digitise our collection at scale - to preserve it for the future, to make sure it can be discovered, and to share it with all Australians. We continue to work on developing a stable, secure and future-proof workforce across our four physical sites based in Canberra and Mitchell in the ACT as well as in Sydney and Melbourne. We are also undergoing a program of business improvement for many of our corporate systems to improve efficiency and reduce manual handling.

Our People & Culture (P&C) Team is a critical part of the NFSA's transformation.
The team partners with managers across the organisation to achieve our strategic goals, with deep networks and a strong partnership approach to all of its functions.
The team consists of 1 x EL2, 3 x EL1, 2 x APS 6 and 2 x APS4 staff members and delivers all elements of human resources to the NFSA including workforce planning, payroll, learning and development, WHS, wellbeing, recruitment, performance management and HR reporting. The team is responsible for leading and managing NFSA's current and future workforce, including driving the strategic future growth and culture of the NFSA.
The Opportunity
The Operations Manager is part of the P&C leadership team and will have a central role in driving P&C outcomes. Working directly to the Senior Manager, People and Culture, and in collaboration with the NFSA management team, the role will support the delivery of HR-related operational functions to support the effective and efficient operation of the NFSA, including Recruitment, Performance Management, Work Health and Safety, Diversity and Inclusion, Wellbeing and Conditions of employment advice.
We are seeking a highly motivated and experienced candidate who will play a pivotal role shaping the future workforce of NFSA. The successful candidate will be a team player with highly developed communication and stakeholder management skills and someone who genuinely believes in collaborating to achieve outcomes.
The role requires an eye for detail and someone who is innovative, and able to lead the delivery of HR services to optimise the employment life cycle at the NFSA.
The key duties of the position include
Key Responsibilities
The role will be responsible for and deliver the following functions:
  • Oversee the NFSA's recruitment, WHS, conditions of service, staff development, performance and code of conduct matters and other HR related services.
  • Manage and supervise an operational team of 4 staff.
  • Oversee recruitment activities including participation on selection committees.
  • Support organisational change management initiatives as required.
  • Deliver key projects such as improvements in performance management, induction, onboarding, recruitment improvements to enhance the services the P&C team deliver
  • Build and sustain relationships with a range of stakeholders across the NFSA to achieve outcomes.
  • Provide accurate and timely advice and reports on HR services to NFSA Senior Executive and management, as required.

Selection Criteria
The successful candidate will demonstrate capacity against the following:
  • Demonstrated knowledge of legislation and requirements, and experience delivering HR services within an APS environment or institutional structure,
  • Experience in delivering high quality services or complex projects with competing priorities and deadlines,
  • Demonstrated experience in leading and managing a team to deliver results,
  • Outstanding written and verbal communication skills with the ability to interpret and communicate appropriately complex concepts to a broad range of stakeholders
  • Ability to identify opportunities for improvement, and to embrace change with positivity and optimism,
  • Demonstrated ability to build a strong network of relationships to support organisational outcomes, and to collaborate with a range of stakeholders.
