The role
Building Policy provides a diverse range of services relating to the built environment, including the development and administration of building related legislation and codes; the development of whole-of-government building related policy and standards; conducting of research and advising on building industry trends and partner with stakeholders to influence the direction of the building industry. As Manager, Technical and Professional, within the Building Policy technical stream, you will provide expert advice on the development, maintenance and implementation of high quality and cost-effective building and plumbing legislation, standards, codes and guidelines to facilitate a safer, fairer and more sustainable built environment. The role is critical for ensuring that relevant Acts, regulations, codes, legislation and standards are high quality, cost effective, contemporary and support quality outcomes for the State.
This position may supervise several staff.
Key responsibilities
- Coordinate, prepare and maintain high-level public policy instruments, while providing timely and expert authoritative advice, analysis and opinions to multiple key stakeholders.
- Interpret legislation, codes, standards, policies, guidelines and practices related to building, plumbing and the construction industry, including the National Construction Code (NCC) and relevant Australian Standards.
- Manage diverse projects relating to policy and legislative reforms and reviews within agreed timeframes and budget, ensuring the project integrity is managed through project lifecycle.
- Represent the Department's interests and provide building policy leadership at State and national levels as required on forums, groups and committees, including supporting functions with the administering the NCC.
- Provide high quality written and oral advice to the leadership team and stakeholders on: National building policy and legislation, to facilitate improved decision making and advancing the interest of the State. Related legislation, codes and standards and their impact on industry and the community. Methods of implementing government policy objectives relating to building, plumbing and development.
- Undertake and manage research into the continuous improvement of Queensland building and plumbing legislation, codes and standards so that they are aligned with national, international and built environment development trends and identify improvement opportunities.
- Develop and implement effective communication, engagement and consultation strategies for both internal and external stakeholders and with the community for policy and legislation issues relating the building and construction industry.
- Promote and maintain a high performance and continuous improvement-oriented culture, that is consistent with the department's values, employment equity and workplace health and safety principles and practices.
- Actively contribute to the continuous improvement of service delivery and the achievement of quality project outcomes.
