National Emergency Management Agency:
The National Emergency Management Agency's work has a real impact on the lives of Australians, particularly those living in rural and regional areas. The National Emergency Management Agency's guiding principle is “Locally led, locally understood and locally implemented” and we bring together local communities, government, non-government and key industry representatives to support disaster recovery and resilience across the country.
National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:
- Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
- Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
- Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
- Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.
Overview of the Branch and Section:
This position will be embedded in the Media and Communications team to manage the development and execution of the National Messaging System's (NMS) consumer facing public awareness strategy.
About the role:
As the Marketing and Communications lead for the NMS initiative, you will work closely with both the Media and Communications team and the NMS subject matter experts to develop and execute a strategy to raise awareness and build public trust in the capability. This will involve the management of a phased national advertising campaign and the execution of a supporting public information campaign.
Reporting into the Strategic Communications Lead, your work will be supported by your Media and Communications branch colleagues and you will work closely with and under the direction of the NMS Project Team to ensure alignment with broader communications approaches and strategies, and to deliver complementary communication activities through NEMA’s owned channels. This role will be located in NEMA’s Brisbane office, and you will be required to travel to Canberra as necessary.
At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.
Non-ongoing positions for a specified term may be offered for an initial period of up to 12 months, with the possibility to extend for a total maximum period of 2 years.

You will have experience in managing Government advertising campaigns, as well as developing and delivering comprehensive strategies that align with business outcomes, support their successful execution, demonstrating the use of data and evidence to inform your approach.

Specific duties/responsibilities:
- Design, execute, and assess marketing and communications strategies and campaigns with the objective of building public trust in the NMS’s capabilities. Understand and apply the Guidelines on Information and Advertising Campaigns by non-corporate Commonwealth entities to ensure campaign compliance
- Contract manage and lead campaign village suppliers including creative, cultural diversity and public relations agencies
- Manage media planning with the master media agency, including analysis of channels, scheduling, purchasing and approvals
- Prepare submissions for campaign approval by Executive, Ministers and government committees
- Develop clear, concise and audience-centric content for a range of channels including websites, social media, electronic newsletters, stakeholder communication and advertising materials
- Manage strategy implementation timelines, ensuring that risks are appropriately managed
- Build and maintain effective relationships with internal and external stakeholders
- Manage competing priorities and quality of work within tight deadlines
- Engage with other areas of department and across communication branches to ensure effective implementation of communication programs
- Lead and oversee financial and procurement processes
- Supervise and mentor junior staff.
Role requirements/qualifications:
Essential Criteria:
- Demonstrated experience in developing and implementing government advertising campaigns and evaluating communication strategies
- Demonstrated experience in procurement and contract management of government communication activities
- Excellent analytical skills and the ability to think strategically on a broad range of issues applying a consumer perspective
- Excellent written and verbal communication skills and proven experience in the development of communication products
- Strong organisational skills and the ability to manage multiple priorities while working effectively under pressure in a changing environment to deliver high-quality advice and outcomes
- Proven ability to prioritise and work flexibly across a range of communication projects to meet critical deadlines
Desirable Criteria:
- A Degree or Diploma in Communications, Public Relations, Marketing or related discipline is highly desirable.
- Proven ability to manage staff, including developing capabilities and managing workloads
