We currently have an exciting opportunity for an Operational Assurance Officer at the South Metro Depot on a permanent full-time basis
About this role
As the Operational Assurance Officer you will be required to perform, among others, complex field-based assurance assessments and to provide required reports to achieve benchmarked levels of operational due diligence in quality and compliance with Safety, Environment, Quality and Training requirements, Design Standards and Work Practices.
- Undertake field-based compliance assessments against compliance checks/ assessments, approved work practices and design/technical standards/ drawings
- Support field-based supervisors to take responsibility for safety, the environment, quality and ensure safe work practices are followed.
- Understand and operate within Western Power's SEQT management system and Contract Lifecycle Management Framework (CLMF) requirements and reporting including identifying hazards, taking corrective action, and reporting all incidents.
- Identify technical hazards, risks, and control gaps, and recommend solutions and proactive advice on field-based risk mitigation.
- Assess and report on quality of work and compliance to operational work practices, to improve compliance of safety and quality. Contribute towards ensuring that quality and compliance is achieved to measurable outcomes against the applicable work practices, and design and construction standards.
- Support and monitor compliance with SEQT requirements and approval conditions associated with the work program, through the implementation and administration of SEQT compliance assessments across the operational maintenance work program and targeted SEQT assessments for escalated or high-risk network assets and landholdings (i.e. vegetation clearing, rehabilitation and weed management).
- The management of external contractor activities to ensure compliance with the Contract Management Framework
- Contribute towards making a safer network
- Develop, manage, and maintain beneficial relationships with relevant workforce to ensure key deliverables are met.
- Coach and mentor operational field staff and line managers as required, helping them maintain an acceptable level of technical skills, safety, environment, and quality compliance.
- Demonstrate and role model, to other areas of the business and key stakeholders, personal behaviours in line with business values, codes, standards, and expectations.
- Complete and/or contribute towards completion of allotted tasks according to agreed time and deliverables.
- Review and suggest opportunities for improvement as a result of operational field-based assessments.
- Supports the implementation of continuous improvement initiative and technical changes to work practices.
- Demonstrate commitment to ongoing development of skills and knowledge relative to the position
- Ensuring the effective and efficient delivery of outsourced works to ensure full contractual compliance is met with a focus on:
- site specific safety management
- site specific environmental management
- quality assurance
About you
We are seeking someone with experience and attributes that include:
- Must possess a current Electrical Workers Licence, Cert III trade qualification in Electrical, Lines or Cable Jointing or Equivalent trade qualification, engineering, contract management or WHS Qualification.
- At least 6 to 8 years solid field-based experience in Electrical Distribution and Transmission network and/or heavy industry planning, construction, operation, commissioning, and maintenance
- Completed or willing to undertake suitable training associated with operational knowledge
- Extensive detailed knowledge and understanding of the Design and Construction standards is required to ensure the correct quality of work is maintained by the internal and external workforce.
- SEQT knowledge relevant to the electricity supply and construction sector
- Proficiency in use of mainframe computing systems and Microsoft Office (as a minimum)
- Willingness to travel away from primary work location, sometimes for extended periods.
- Given the geographical nature of the South West Interconnecting Network (SWIN), at times this role will require the completion of night and weekend work, along with a requirement to travel away from its normal place of work and the need for extended overnight stays
- Ability to plan and work to priorities and work independently to meet identified deliverables and outcomes within established timelines.
- Excellent communications skills, both written and verbal, that enables effective interaction with key stakeholders, peers, and the general community.
- Willingness to complete night and weekend work as and when necessary.
- Valid WA Driver's License Class ‘C' or ‘C-A'
