The Royal Flying Doctor Service (RFDS) was officially formed in 1960 but has grown steadily from being a sole aeromedical service to now providing a professional and dedicated team who deliver a holistic Health Care service across most of the local government municipalities in Tasmania.
We work in partnership with general practitioners, allied health professionals and local service providers to deliver physical health and mental health programs, as well as an award-winning outreach dental program. Our vision is to improve the health outcomes for all Tasmanians with a specific focus on remote and rural areas.
We are one of six RFDS operating sections (Central Operations, QLD section, South Eastern section, Victorian section, Western Operations and Tasmania section) which make up RFDS Australia. About the role
We currently have an exciting senior managerial opportunity for an experienced Operations Manager – Health Services to lead and manage our Primary Heath Care Programs of Mental Health, Physical Health and Dental. The Primary Health Care Manager’s position is a pivotal role within RFDS and is primarily responsible for providing leadership and direction ensuring that he day-to-day program are carried out effectively to deliver a quality service
The position provides an opportunity for an experienced and successful leader to provide strong leadership to help develop highly efficient and effective programs that meet and exceed our already successful programs through exemplary leadership, this will be achieved by:
- Provision of line management supervision, coaching and support to program managers in building their own capabilities and the capabilities of their staff in delivering services that provide best possible outcomes and experience for clients.
- Providing support to program managers in building knowledge, skills and capabilities in leading high performing staff and teams.
- Oversee the development, implementation, monitoring and evaluation of primary care clinical practice policies, practices and standards that a) ensure best practice in meeting RFDS’s obligations as a high performing service provider, and b) reflect and promote the principles underpinning RFDS’s PHC strategies.
- Lead the design, development, monitoring and evaluation of a primary care service plan that enables and supports achievement of strategic plan and service plan objectives, and responds to changing community health needs.
The position is full time and based in Launceston

Essential Qualifications & Experience – Selection Criteria
- Tertiary qualifications in a relevant health discipline;
- Extensive demonstrated knowledge and comprehensive Primary Health Care experience with. skills, knowledge and competencies needed to work effectively in rural and remote areas;
- Demonstrated knowledge of clinical /service governance requirements as it applies to a Primary Health Care organisation;
- Demonstrated ability to provide strong team leadership and to manage the human, financial and physical resources of a remote Primary Health Care Team (mental, dental & physical health);
- Demonstrated ability to undertake contract management, with strong skills in tender and grant applications;
- Established ability to communicate effectively, both orally and in writing, to a wide range of stakeholders including the preparation of reports and correspondence;
- Proven ability and desire to work strategically with a multidisciplinary team to drive positive change in health outcomes.
DESIRABLE
- Appropriate post graduate qualification in Public Health / Primary Health Care or additional certificates in Dental, Physical or Mental Health;
- Business-related qualification;
- Membership of appropriate professional body;
- Knowledge of NSQHSS and NMHS accreditations standards and processes.
Travel
This role may require regular travel to rural communities and include some additional regional work where required, with a pool car provided for all travel. Flexibility by negotiation, may be required to work within future (or other) regions to meet growth needs or programs and service delivery.
