The Asia/Pacific Group on Money Laundering (APG) is an inter-governmental organisation founded in 1997. The APG is the Financial Action Task Force (FATF)-style regional body for the Asia/Pacific region, where 41 member jurisdictions have come together to implement the international standards against money laundering, terrorist financing and financing the proliferation of weapons of mass destruction. To achieve this goal, the APG works collaboratively with the FATF and other regional and international organisations.

The APG Secretariat supports APG members and serves as a focal point for APG activities in providing secretariat services to APG members, the co-chairs and APG committees. The APG Secretariat is hosted by the Australian Federal Police (AFP) in Sydney and Canberra, Australia. The core activities of the APG Secretariat include:

  • Coordinating and leading mutual evaluations of APG members;
  • Coordinating technical assistance and training with donors and providers;
  • Providing expertise and research on money laundering, terrorist financing and financing the proliferation of weapons of mass destruction;
  • Providing advice and information to, and linkages between, international and regional agencies (especially financial, legal and law enforcement agencies) on anti-money laundering, countering the financing of terrorism, and proliferation financing (AML/CFT/CPF);
  • Organising and contributing to APG events and projects and attending and contributing to FATF events and projects;
  • Establishing and maintaining effective working relationships with relevant international and regional organisations.

What is the role?

Applications are sought from suitably qualified applicants wishing to be considered for the role of APG Policy Support Officer - Finance

The APG Policy Support Officer - Finance, is responsible to the Deputy Director, Governance & Policy, or as directed by senior management, for administrative, financial and coordination support.

The Policy Support Officer - Finance:

  • Provides financial management, project and administrative to the Deputy Director (or as directed); 
  • Assists in administrative and logistical support of major APG events, including Annual 
  • Meetings, Typologies Workshop and mutual evaluations;
  • Assists the Deputy Director to ensure that key stakeholders (internal and external) are managed effectively within the APG’s strategic framework; 
  • Deals with matters of a highly confidential and sensitive nature in both in a domestic and international context. 

You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.

What will you do?

PROJECT AND FINANCIAL SUPPORT 

Performing a range of financial management activities including

  • End of month processes – journals, reconciliations and reporting
  • Assist with budget development and management; 
  • Track revenue and expenses against contributions received from member jurisdictions; 
  • Accounts receivable and accounts payable activities; 
  • Assist with financial statement preparation; and 
  • Assist with providing financial advice to APG colleagues.
  • Assist with contract administration and procurement activities; 
  • Asset stocktaking and finance governance activities; 
  • Contributing to the development and implementation of policies, processes and systems which enhance the delivery of APG activities;
  • Coordinating logistics and travel arrangements for APG activities; and
  • Undertaking project and research work to support APG business

STAKEHOLDER MANAGEMENT

  • Contribute to, and support overall effectiveness of the Secretariat’s functions by being sensitive to and aware of the nature of various internal and external relationships required (in a combined international political/business environment) and by managing relationships carefully, with a knowledge of their likely impact on APG activities;
  • Ensure overall direction and effective management of key stakeholders relationships by:
  • Ensuring that APG projects, including major events and meetings meet stakeholder expectations;
  • Ensuring that key stakeholder relationships are developed and maintained at the team level

TEAM EFFECTIVENESS

  • Contribute to team effectiveness by offering value-added suggestions at meetings, providing learning feedback/comments; 
  • Maintaining currency in subject matter expertise through ongoing professional development and learning opportunities outside the formal education process.; and
  • Provide support to others with the aim of improving team performance and staff motivation, and assisting other team members. 

Essential Requirements

Qualifications 

Tertiary qualifications in business, accounting or finance, or at least 3 years proven financial management experience.

Skills, Experience and Knowledge 

  • Experience with effectively communicating financial management issues to colleagues and management staff of varying financial literacy;
  • A proven ability to work flexibly and achieve outcomes in busy or challenging environments;
  • Understanding of the various levels and types of professional relationships which can exist in a political and business environment involving national and international policy implications;
  • Experience in working with a wide range of computer-based applications, including SAP, MS Office, virtual meeting platforms and document management systems;
  • Experience in troubleshooting/problem solving in situations involving various levels of managers and staff including international stakeholders; 
  • Experience in communicating effectively with individuals and groups, including in situations which can be culturally and politically sensitive in an international context; 
  • You must be an Australian Citizen at the time of application.
  • A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.

Desirable Requirements

  • Experience working in an international organisation or in AML/CFT is preferable; and
  • Knowledge of the international FATF standards relating to (AML/CFT) is preferred.

Additional Information

  • This position is an AFP band 4.
  • This position has been advertised in multiple locations however, the role is located in Sydney, NSW. Successful applicants must be willing to relocate to Sydney, at own expense
