About Corporate Enterprise Solutions
Our focus is to provide solutions and services that support Queensland Health's Enterprise Corporate Applications and supporting payroll transactional processes. This application suite includes the largest integrated rostering and SAP payroll solution in the public sector and the SAP S/4HANA finance, business and logistics solution and management environment (S/4HANA solution).

The Integrated Workforce Management (IWFM) Program is a key strategic initiative for Queensland Health that will enhance the roster-to-pay process, deliver positive outcomes to support enhanced workforce management and drive the delivery of tangible benefits for both Hospital and Health Services (HHS) and the Department of Health, through improved tools, processes, and access to workforce decision-support information where and when it is needed.
Leveraging existing (SAP myHR and Workbrain) technology, Stage 3 of the IWFM Program includes the rollout of a single, statewide and integrated electronic rostering solution to the frontline nursing and midwifery cohort, and a more inclusive approach to workforce management support. A complete capability uplift program will also be delivered for Nursing and Midwifery, which includes guiding principles for Leading Practice Workforce Management, and service-centric Roster Support Offices will be established at each HHS to provide transactional and advisory support directly to Nurse and Midwifery Unit Managers.
The approved IWFM Stage 3 implementation plan has a provision for future rollouts to additional Queensland Health workforce groups, if funding is available. IWFM Stage 1 (pilots and prerequisite) and IWFM Stage 2 (implementation of myHR) have been completed.
Purpose of the role
The purpose of the Principal Business Analyst is to lead and proactively consult with Queensland Health business representatives across the state to analyse, develop and implement future state business workflows and supporting data changes to implement the IWFM electronic rostering solution for predominantly nurses and midwives across multiple Queensland Health sites.
Your key responsibilities
You will be required to fulfil the responsibilities of this role in accordance with the Queensland Public Service values.
- Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
- Lead the research and analysis of current workforce management and business practices being performed in the Hospital and Health Services (HHS) and the Department of Health.
- Inspire team members by investing time in building positive and productive relationships, setting clear objectives and providing professional guidance and support.
- Oversee the research and recommend variations to local business rules and procedural matters affecting the efficient operation of the allocated area of responsibility.
- Ensure that high quality documentation is developed for all stakeholder groups.
- Conduct and supervise the analysis of existing business processes and data, and future business processes and data, within the context of the information system solution using approved tools and methods.
- Provide advice with the development and implementation of program plans and subsidiary plans that link with Department and branch outcomes.
- Interpret business and user requirements and provide advice on the application of the information systems solution to optimise local and enterprise-wide business outputs.
- Lead and consult with Queensland Health business representatives across the state to gather relevant data to configure and implement the Queensland Health rostering solution to meet the needs of all Queensland health stakeholders.
- Undertake risk and issues identification and provide advice regarding implementation of program plans.
- Inspire team members by investing time in building positive and productive relationships, setting clear objectives and providing professional leadership, guidance and support.
- Actively contribute to the creation of positive work environment that upholds quality human resource management practices including employment equity, anti-discrimination and ethical behaviour.
You will be assessed on your ability to demonstrate the following:
- Strong background in researching, analysing and documenting business requirement specifications, documenting software requirement specifications and using Use Case methodology.
- Strong experience in process and data management and analytics
- Proven experience in drawing business process models including 'as is' and 'to be'.
- Demonstrated expertise to identify key issues, perform research and analysis and develop and document solutions.
- Proven high level negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex environment.
- Excellent organisational skills to manage a large workload whilst maintaining high levels of accuracy.
- Applied understanding of the health industry, legislation, and regulations including those related to rostering, human resources and or finance systems.
- Knowledge of HR/payroll and rostering workflow / processes and systems would be highly desirable particularly in a health context.
- While not mandatory relevant qualification in Information Technology and/or Project Management would be well regarded.
- Ability to travel intra-state is a requirement of this role.
- Ability to be based in the location of the facility implementation site as per the statewide program implementation schedule. (Departmental policy/directives with accommodation, transportation and living expenses may apply).
- Knowledge of rostering in a 24/7 complex environment would be highly desirable.
- Experience undertaking business analysis in a complex environment (eg. Health/Education) including current state analysis, change management support and go-live support.
