Our client, a global EPCM within the Mining Industry, is looking for a Principal Contracts Specialist to work on an initial 12-month contract based in Perth responsible for administering contracts of unlimited dollar value to ensure that contractors fully meet the project requirements.

KEY RESPONSIBILITIES
- Responsible for all assigned activities related to the contracting and procurement of equipment, materials and third-party contract services ensuring quality compliance of equipment, materials and third-party services.
- Provide support to supply chain team members on the negotiation of terms and conditions on Client paper and recommendations to close out clarifications also support team members on drafting of special conditions to a very high standard.
- Assist in developing project procurement strategy and implementation for project scope and input to project estimate and schedule for nominated projects and/or procurement packages.
- Ensure HSE considerations are applied, where appropriate, in the Procurement and Contracts processes.
- Develop and issue complex tender packages, administer tender process and receive tenders and undertake the review of tender submissions and negotiate any exceptions to Terms and Conditions.
- Prepare recommendations for award for Client and draft Contracts/Purchase Orders.
- Populate and manage procurement data systems with required information and ensure supplier and contractor documentation is received, reviewed and implemented to meet the contract, as appropriate.
- Work with engineering, planning, project controls, construction, HSE and quality to ensure suppliers and contractors deliver specified services on-time, support expediting and material control through delivery and receipting of Equipment/Materials to Client facilities (where applicable).
- Monitor and administer contractor/ supplier performance through execution; approve invoices with proper supporting documentation, conduct change negotiations, manage and negotiate claims, maintain contract files, closeout contract when completion has occurred.
KEY REQUIREMENTS
- Demonstrable commitment to HSE requirements in project environments.
- Electrical and Instrumentation experience is essential.
- University Degree, preferably in Law. Degrees in supply chain, business administration, quantity surveying/construction management suitable when combined with considerable experience in negotiating terms and condition and drafting of Special Conditions.
- MCIPS/RIQS accreditation highly regarded.
- Extensive contracts and procurement experience in executing major projects in an EPCM / EPC organization.
- Demonstrated experience in developing procurement strategies and negotiating contract terms and conditions, ability to proactively set priorities related to complex situations having multi-project and/or organizational impact.
- Effectively communicate and present complex proposals and recommendations to senior level management and stakeholders. Ability to persuade and influence others.
- Works with self-initiated interaction with supervisor and self-initiated technical guidance and able to lead functional project teams, can have direct reports, will regularly give job related guidance to department staff as a senior advisor.
- Strong understanding of processes and tools related to field. Able to assist others and troubleshoot issues.
- Previous experience with project and procurement software systems and disciplined approach to system data (Aveva ERM, Requis, Aconex highly regarded).
- Regular interface with client’s team and reporting obligations.
