Block 5 is working with Queensland Government Customer and Digital Group (DCHDE) at TMR to source a Principal Procurement and Contracts Advisor for an initial 6 month contract.
The QGCDG Procurement team is responsible for the delivery of efficient, effective and economical procurement services to QGCDG and its business units. These services are delivered through a range of innovative service delivery options demonstrating agility and value for money focused on our client’s, the departments and government’s business objectives.
Responsibilities include:
- Manage strategic procurement functions to ensure best practice, including provision of expert advice on specifications, evaluating offers, contract management and/or administration, supply market analysis and other general procurement activities.
- Lead by example in delivering highly complex and/or sensitive procurement services for the department, in line with whole of government procurement strategy and governance frameworks.
- Develop and support procurement services strategy, governance frameworks and plans in line with strategic outcomes defined by the department and/or government.
- Manage contracts through post-award lifecycle as the single point of contact for suppliers on all contract matters.
- Establish and maintain operational practices for monitoring, reporting, and strategy identification of contract performance and compliance at agency-wide, category and whole-of-Government perspectives.
- Liaise with customers to understand their “local/operational” requirements and recommend convincing solutions that support whole of Government and agency aligned goals.
- Assist in building the procurement capability of staff by developing the knowledge and skills of team members and key stakeholders.
Experience and Skills:
- Demonstrate experience in Procurement and contract management, probity, governance, monitoring and reporting activities with professionalism and a high level of integrity.
- Demonstrate strong organisational skills and business acumen.
- Understand and support departmental strategic frameworks and apply to new or existing initiatives.
- Demonstrate highly effective negotiation, influencing and professional written and oral communication skills to confidently articulate messages and achieve organisational outcomes.
- Establish and manage the ongoing development of productive working relationships with suppliers, stakeholders and team members.
Mandatory requirements
- Whilst not mandatory, a diploma of Procurement and Contracting (or equivalent) or higher would be highly regarded.
- Knowledge of Queensland Information Technology Contracting (QITC) framework would also be highly regarded.
