Eden Ritchie is seeking a Procurement Advisor to provide procurement services that efficiently support the organisation’s operations, align with the Department’s Strategic Plan, the Procurement Management Framework and work towards achieving the objectives of the Queensland Procurement Policy (QPP).

- Provide a range of strategic, Information and communications technology (ICT) and complex procurement and contract management services, including undertaking research, analysis and reporting and advice to support the delivery of the Department’s strategic objectives in the most efficient and effective manner whilst ensuring compliance with all applicable policies, processes and probity requirements.
- Develop and leverage effective relationships with internal business areas and stakeholders including Executives, project teams and colleagues and external stakeholders including Whole of Government (WoG) networks, commercial suppliers and industry groups to successfully deliver a range of high quality end-to-end procurement services.
- Conducting complex end to end procurement activities including planning, high-level strategy development, risk identification, construction of compliant and competitive proposals, internal briefings, correspondence and sourcing documentation followed by tender development, release, management of offer/clarifications, evaluation process to contract negotiations, drafting and contract award.
- Developing and maintaining, complex, strategic procurement projects and/or business critical projects, using an understanding of current organisation demands including current spend, individual transaction and pricing data, end users’ requirements, potential changes in future demand for products and services, supply markets, changes in market competition, opportunities for product and service substitution and the performance of current sourcing and pricing strategies.
- Negotiating in challenging internal and external situations using well developed business and emotional intelligence skills, and experience to access and manage various commercial risks while winning favorable concessions, in a timely manner without damaging relationships to achieve best value for money outcomes.
- Maintain a detailed documentary record of procurement projects, decisions and contractual arrangements including data management; ensuring the audit trail is adequately maintained and documented to inform decision making, support knowledge transfer and for probity, accountability and audit purposes.
- Maintain up to date knowledge in the Queensland Government Procurement Policy, ICT contractual frameworks (QITC) and General Goods and Services Categories including all associated policies and procedures.
- A qualification in Procurement.
- A minimum 3-5 years’ experience in a similar role.
- Experience in one or both of Government and/or private sector procurement.
- Experience working with the QITC or GITC framework and managing complex ICT contracts or procurement sourcing activities.
- Formal training and/or experience in project management.
