Job description

Our client is seeking a motivated and experienced Procurement Specialist to join their team. As a Procurement Specialist, you will play a vital role in supporting end-to-end varied procurement processes and contracting activities.

Description
As a Procurement Specialist, you will play a vital role in the organisation by performing the following core duties and responsibilities:
Primary Duties

  • Execution, tasking and support to deliver effective contracts management for all projects.
  • Development of strong relationships with internal and external stakeholders to understand and deliver on business requirements.
  • Initiate, draft, evaluate and negotiate subcontracts. This will include the drafting and management of approaches to market such as Requests for Information / Tender / Quotation, as well as progressing the preferred down selected supplier(s) through to Subcontract execution through document finalisation (including but not limited to T&C's, commercial analysis etc), clarifications and input from relevant stakeholders as needed.
  • Manage the inputs and reviews from a commercial and pre-contracting aspect with RFx evaluation activities (which may canvass RFP, RFQ, RFT) to achieve best value for money outcomes for the organisation and mitigate risk exposure.
  • Ensure supplier activities adhere to applicable regulatory trade control (export-import) requirements.
  • Identify gaps, opportunities and participate in the development of process improvement initiatives and value-adding opportunities.
  • Ensure at all stages of contracting, alignment and ongoing management of subcontractor with prime contracting (including necessary flow down requirements and compliance), and company policies and processes.
  • Responsible for future scaled category management. Inclusive of but not limited to contract lifecycle management and tracking spend of each category to implement CI initiatives with the Subcontractor.
  • Creation and management of Subcontractor SLA's, KPI's.
  • Responsible for holding monthly and quarterly business reviews.
  • Adhere and manage the subcontractor terms and conditions throughout the subcontract term, ensuring subcontractor compliance and provide guidance to stakeholders (including but not limited to the project and legal team etc) as needed. Any potential non-compliance from the company or the Subcontractor requires initiative to identify, mitigate and implement solutions as a priority.
  • Manage, administer and control of audits/analysis as to cost and performance alongside routine payment, insurances, risk profiles, and other administration issues.
  • Maintain supplier and subcontract databases/files and record/maintain all contract changes, and with alignment to the in programmatic requirements under the prime/contracting areas.
  • Maintain and manage issues register/log of issues, risk reporting, IP/TD, price/costs, schedule, etc. that affect any suppliers/subcontractors, including with associated prime/contracting issues registers/risk management reporting, etc.
  • Any other ad hoc activities outside of core procurement and contracting skills, and as may be required and called upon with contributing towards business building with supply chains, etc. as the company further grows and establishes itself through the Defence programs it is involved in.
Profile
  • Tertiary qualifications in a commercial, project management or a relevant field.
  • Strong commercial and business acumen, including analytical skills, problem solving abilities and effective communication with all stakeholders
  • Have detailed working knowledge of ASDEFCON, complex and strategic acquisition and support procurement and contracting with effective project risk management
  • Must have excellent interpersonal, communication, organisational, leadership, mentoring and writing skills
  • Be solutions focused, and able to adapt and remain flexible in an agile environment.
  • Experience working within and across cross-cultural organisations is desirable including the ability to negotiate and follow-through on all related commercial matters
  • Skilled in strategy/planning/program management/commercial
  • Ability to work autonomously
  • Demonstrated experience with the interpretation and application of complex federal regulations and agency regulations.
  • Proficient in Excel and MS Office word processing abilities, and attention to detail.
  • Willingness to work outside of normal business hours to support global team as required.
Eligibility
  • Must be an Australian Citizen and eligible for an Australian Government security clearance (minimum of BASELINE clearance level).
