About the position

We are seeking an experienced Program Manager - Safety Systems to proactively lead the City's Safety Systems supporting a culture focussed on compliance, accountability and collaboration. 

Reporting to the Manager People & Culture, and leading a team of safety professionals, this position will drive key safety strategies across the City to ensure corporate business objectives are met. You will have a thorough understanding of WHS compliance and the Work Health and Safety Act and strong knowledge and expertise in reviewing, developing and implementing Safety Systems ensuring:

  • The City's safety performance is monitored and evaluated, ensuring compliance with legislative requirements and duty of care obligations.
  • Emerging safety issues and trends are identified, evidence based options are developed and appropriate actions are recommended and implemented.
  • A culture of excellence in service delivery is evident through the conduct and performance of Sub Unit team members' high standard of output and quality communications with customers.
  • The Sub Unit's overall achievement of set objectives is consistently attained.
  • Sub Unit processes and practices are continually reviewed, ensuring delivery of quality outcomes and results for customers.
  • Occupational safety & health, injury management and mental health & wellbeing systems are designed and deployed through effective change management to support a safe work culture and safe workplace for those employed at the City or engaged in any capacity.
  • Specialist advice and coaching on occupational safety and health, health and wellbeing and injury management is provided to Leaders that promotes a positive and compliant safety culture.
  • Work Health & Safety legislation is adhered to and adequate systems, monitoring and controls are in place to manage compliance and accountability and support is provided to improve capability across the City.
  • Sub Unit work processes, including setting tasks and priorities, managing work flow and allocating resources, is managed efficiently and effectively.
  • Allocated budgets are effectively managed, demonstrating cost effectiveness and efficiency in the use of rate payer's money in the pursuit of Sub Unit objectives.
  • Adequate controls are in place to manage governance, compliance and risk across the Sub Unit, as measured through the City's corporate risk framework.
  • Adequate controls are in place to manage safety risks across the City and encourage a safe working environment those employed at the City or engaged in any capacity.

About you

To be successful for this role you will possess a tertiary qualification in a relevant discipline e.g. Occupational Health & Safety and significant experience in a similar role within a large and complex organisation. 

You will be able to demonstrate that you meet the following capabilities:

  • Knowledge of business planning, resource planning and budget management.
  • Extensive knowledge of relevant legislation, regulations and investigative methodologies.
  • Advanced people management skills to direct, manage, evaluate and motivate staff.
  • Advanced communication (written, verbal and public speaking) and problem-solving skills.
  • Advanced research and analysis skills.
  • Advanced negotiation and influencing skills.
  • Advanced organisational skills.
  • Advanced skills in the efficient utilisation of information systems and technology.
  • Knowledge of the practical application of occupational health and safety measures in the workplace, including risk assessment and control implementation.
