The client is adopting the SAFe framework and methodologies in delivering projects.
The client is seeking to establish a Project Management and Technical Services team with dedicated technical support to on-board client projects and its users on to the DevOps cloud platform.
Th client will provide DevOps and platform services to support the project from First Pass to Tranche 1 Second Pass.
The Tranche 1 (T1) is undertaking a Risk Reduction Activity (RRA) to enable training of Army personnel in the use of the Battle Management System – Command and Control (BMS-C2) software suite. The RRA is scheduled to deliver a solution in time to conduct pilot courses to train staff prior to the commencement of Exercise Talisman Sabre 2025 (TS 25).
Functional Requirements
- Enable the user access to required cloud-based landing zone;
- Enable end user training.
- Enable users to access training from their virtual desktop sessions in the DPE
- Enable training within different training scenarios;
- Enable concurrent training sessions of different training courses under guidance from the business owner;
- Enable continuation of individual training
- Enable trainees and trainers to generate training output data
- Enable the management of training output data including local storage, internal file transfers and transfers to the protected environment
- Enable transfer of training data to Defence systems such as ADELE, PMKeyS and One Defence data
- Availability: Ensure Services availability during training courses with minimal disruption.
- Configurability: The system owners will need to be able to
- configure the core platform services including software, data and networks
- stand up the different training scenarios needed to conduct training courses
- stand up a new training environment within a few hours to allow users to participate in multiple scenarios during a weeklong course.
- Cyber-worthiness: The platform services must achieve Cyber Security Authority to Operate (ATO) on the Defence Cloud Tenancy and have a risk rating of moderate or lower.
- Effectiveness: The platform services must enable effective conduct of the nominated training courses.
- Performance: Key performance requirements for the platform services are as follows:
- Support for up to one hundred concurrent users at any one time undertaking one to a few concurrent training courses.
- Up to one thousand unique users of the platform services over a twelve-month period.
- The ability to conduct training within all Australian Defence training facilities.
- The platform services should be responsive with minimal lag or latency associated with user interactions and the display of data.
- Cost effectiveness: Supports automated setup and re-deployment of training environments and internal services as required, minimising resource consumption driving cost reduction.

- Business owner’s technical team in developing the relevant technical documents not limited to Security, Architecture designs.
- Defence ICT Security, Architecture, and all relevant team to achieve required
- Relevant ICT areas within defence providing support to the business team in deploying the training application.
- Usability: The platform services should provide a high level of ease of access and usability as assessed by user feedback.
- Key project milestones
- Delivery of the DevOps capability to support continuous delivery for client Services (Defence IaaS, PaaS and SaaS) in the Development (Dev) environment.
- Delivery of packaged client application and services (Defence IaaS, PaaS and SaaS) to support client training application hosting in the Dev environment.
- Architecture and Security Accreditation (IRAP Assessment) of DevOps and client services.
- Delivery of the DevOps and client services in User Acceptance Test/Pre-Production environment.
- Delivery of the DevOps and client services in Production environment.
