The Australian Bureau of Statistics is looking to recruit several Project Managers.These permanent positions are at the EL2 classification level. The successful applicants can work either full-time or part-time hours out of our offices located in Canberra, Perth and Sydney.Flexible working arrangements including a hybrid model of working from home and in the office applies.About the roles and areaWe are looking to fill the role of Project Manager, Data Transformation and Analytics Section,
Prices Transformation Branch. Key responsibilities include the ability to lead a multi-disciplinary team in a fast-paced environment, implement changes to existing business processes, data pipelines, and culture. Demonstrated ability to manage a complex project within a broader organisational transformation program, known as, Big Data, Timely Insights Phase 2 (BDTI Phase 2). The role will directly contribute to the key BDTI Phase 2 outcomes: better and timelier statistics and insights; reduced statistical and delivery risk; increased security; and Increased efficiency and improved capability.Big Data Timely Insights Phase 2The ABS received funding to continue the implementation of a 10-year plan to modernise and replace legacy ICT systems. BDTI Phase 2 builds on a successful two-year pilot project that delivered a foundational, secure cloud environment for the ABS. BDTI Phase 2 will support the transition of key data assets the secure cloud environment, allowing the ABS to reduce risks it currently faces to the production and accuracy of Australia's key economic statistics. It will also enable the ABS to produce new important data for the government and community, including a complete monthly measure of the Consumer Price Index (CPI).BDTI Phase 2 will deliver: better quality and timelier cost of living data; build a more resilient economy through more informed monetary and fiscal policy; better use of data to improve policy and decision making; and lift the capacity and capability of the APS.The purpose of the Data Transformation and Analytics Section is to deliver data pipelines in the new secure cloud environment that are needed to produce the complete monthly CPI. These data pipelines will reduce the reliance on unreliable, inflexible legacy IT processes; reduce the need for manual intervention; and configure scalable tools in the cloud that can be re-purposed for other statistical collections.The Data Transformation and Analytics Section is a multi-discipline team (MDT) spanning, business, data engineers, and methodology. The team works across multiple sites and is a mix of ABS staff and contractors.The responsibilities of the Project Manager, Data Transformation and Analytics Section may include:
- working on a complex and fast paced project
- problem solving to understand, interpret and validate complex data requirements
- liaising with stakeholders across business to define requirements and solutions, with consideration to both business need and ICT platform operations
- evaluating, analysing and communicating system requirements to meet project and business outcomes
- leading work to ensure the agreed work program is delivered on time and to agreed quality expectations, liaising with key stakeholders to manage any key risks
- providing broader leadership across the Prices Transformation Section and BDTI Phase 2 program.
What we are looking for (selection criteria)To be suitable you should have most or all of the following skills, qualities and experience:
- analytical and conceptual skills, including the ability to problem solve and make decisions based on evidence
- experience eliciting and documenting requirements including producing project documentation
- excellent oral, written and presentation communication skills, that can be used in both internal and external environments
- a strong understanding of economic and price concepts and theory
- demonstrated ability to lead a multi-discipline team that spans technical and business staff
- experience leading and developing the building of data pipelines in a cloud-based environment.
