Project Site Engineer - Wambo Wind Farm (Stage 2)

Description

The Wambo Wind Farm Project (Project) is being developed by an unincorporated joint venture (UJV) between Cubico Sustainable Investments and Stanwell Corporation. The Project Site Engineer will report directly to and be fully accountable to the Project Director who reports directly to the UJV Manager Co Committee (Committee).

The Project Site Engineer will support the Project Director in the successful delivery of the Project commencing nominally two months prior to financial close through to Practical Completion (or up to two month post) to ensure successful handover to operations / asset management and close out of the construction phase.

The Project Site Engineer will provide day to day representation for the Project Director at the Project site. The Project Site Engineer will be required to be site based and generally work 5 days per week (6.30am to 5pm) with additional hours as required by exception. Ideally the incumbent will be sourced from and live within the local region.

The Project Site Engineer will monitor the day-to-day performance of the EPC Contractor and other contractors engaged directly by the Principal. The Project Site Engineer will collaborate closely with the Owner's Engineers (OE) and the OE's Site Representative.

In general, the Project Site Engineer will attend the daily pre-start meetings conducted by the Principal Contractor, perform site inspections (both for safety and productivity), monitor and report on project activities and progress, stakeholder day to day matters, coordination with the OE and maintain a detailed site dairy of events.

The Project Site Engineer will report directly to and be fully accountable to the Project Director. For the avoidance of doubt, with respect to all project matters the Project Site Engineer will not take direction or deal directly with either UJV partner or the Committee. The Project Site Engineer will perform the responsibilities based on what is best for project.

The Project Director has ultimate responsibility for the construction and so the Project Site Engineer will be working closely with the Project Director, with any verbal or written direction to the EPC Contractor or other contractors being agreed with the Project Director. However, in the event the Project Site Engineer witnesses or becomes aware of an imminent and major safety issue presenting risk to person(s) or property it is authorised to direct a stop work but must immediately advise the Project Director.

Key Responsibilities

Safety Health & Environment (HSE)

  • Conduct regular safety inspections / audits and action as required. The adherence to SWMS, JSA's, permits, Tailboards, exclusions and drop zones, TMP compliance and alike.
  • Actively promote and lead by example on safety.
  • Monitor the performance of the Principal Contractor in accordance with its HSMP, EMP and other related plans.
  • Monitor the day-to-day HSE performance by the EPC Contractor and other contractors. Advise the Project Director of any issues, both positive and negative.
  • Review the implementation of any corrective actions from HSE audits.
  • Maintain a regular and visible presence on site.
  • In the absence of the Project Director from site, accompany any Government regulatory body inspectors on site.

Risk Management
  • Maintain the Principal's risk register and support the Project Director in risk minimisation and the identification of opportunities.
  • Monitor the EPC Contractor's performance against its risk register.

Commercial
  • Provide assistance and input to the Project Director on Notices received and issued under the EPC Contract.
  • Gain an understanding of the EPC Contract, in particular the PPR and Project Documents.
  • Lead or provide input for any tenders, tender reviews and award of any agreements required to be put in place during the Project.

Project Budget
  • Support the Project Director in the development, monthly reviews, and reporting of the Project budget.
  • Provide any required input into milestone completion certification.

Project Performance
  • On site coordination with the EPC Contractor / Principal Contractor and other contractors directly engaged by the Principal.
  • Monitor the day-to-day performance of the EPC Contractor and other contractors to ensure the works are executed in accordance with the EPC Contract.
  • Conduct daily inspections of work fronts.
  • Monitor compliance with the Development Approvals and any conditions therein.
  • Monitor the EPC Contractors progress against submitted 'look ahead' programmes and the Project Programme.
  • Monitor the EPC Contractor percentage complete of tasks and milestones.
  • Coordinate the monthly meetings with the EPC Contractor and take / issue minutes.
  • Review the EPC Contractor's weekly and monthly reports for accuracy and any potential issues.
  • Coordinate the on-site services provided by the Owners Engineer and H&S consultant.
  • Oversea and monitor the works provided by the NSP (Powerlink) and any other contractors directly engaged by the principal.
  • Monitor the on-site delivery of all major components and perform inspections as required.
  • Review in coordination with the OE the EPC Contractors close out of defects and punch list items.
  • Actively participate in any workshops, reviews and alike.

Quality
  • Manage the document control system in conjunction with the Project Administrator.
  • Monitor the EPC Contractors performance against its QMP.

Reporting
  • Provide the Project Director a daily bullet point email of site activities, including key Pre-start topics.
  • Provide the Project Director with a weekly email report of site progress.
  • Advise the Project Director of any significant incident / events with an urgency commensurate with the event.
  • Compile the Managers Monthly Report and provide to the Project Director for review and input.
  • Assist the Project Director in compiling Project presentations, including the monthly presentation to the Committee.
  • Upon request attend the monthly meeting with the Committee.
  • Develop and maintain sufficiently detained daily log of activities. The log is vital for record keeping purposes in the event of any claims from any contractors.

Stakeholder
  • Manage and deal with any day-to-day issues arising from any landowners and the community.
  • Attend any community meeting events with the Project Director or function as the delegate if the Project Director cannot attend.

Operations
  • Assist in the handover to operations / asset management.

Skills, Knowledge and Expertise
  • Degree-level qualification in engineering.
  • 5 - 10+ years as a project engineer, preferably from the construction industry and a familiarity with EPC Contracts.
  • Wind farm construction experience would be highly regarded.
  • First aid trained.
  • Formal HSE training and strong Health, Safety and Environment (HSE) bias.
  • Knowledge of the Australian grid connection process.
  • Formal project management training/certification would be beneficial.
  • A good commercial understanding of contracts and the administration would be highly regarded.
  • Understanding of construction methodologies and ability to problem solve where required.
  • Experience in working in a construction project team.
  • Ability to work remotely, independently and take initiative.
  • Collaborative, structured, and meticulous approach.
  • Effective communication skills.
  • Good understanding of the engineering and design process.
  • Pro-active and diligent approach.
  • Ability to work under pressure and to tight deadlines.
  • Willingness to travel frequently.
  • Holder of construction industry 'White Card' or similar (mandatory).
  • GWO working at heights training or be willing to undertake the course.
