The Project & Contracts Engineer will coordinate, and project manage the overall delivery of capital works Projects and other special projects from the initial planning and design through to construction completion, commissioning, and hand over in accordance with Council policies, strategies and priorities.

What you'll be doing:

  • Effective development and preparation of project briefs that clearly define the project requirements and outcomes.
  • Complete preparation and development of concept plans, project designs & tender documents in accordance with project briefs, within the budget allocations and to Council standards
  • Appropriate evaluation and coordination of contract tendering or quotation processes in accordance with Council tendering guidelines
  • Detailed implementation and maintenance of appropriate contract management and administration records to always ensure an appropriate reporting and audit trail.
  • Effective monitoring of construction projects to ensure that contractors are managing the works with due regards to their OH&S plans and in accordance with policies and strategies and other relevant standards and regulations.
  • Provide accurate and concise specialist technical, contractual and administrative advice in relation to building and construction related issues.
  • Timely support and assistance in the identification and development of future capital projects for inclusion within the capital works program
  • Monitor and report on the performance of the department, service providers and on the progress of projects.
  • Coordinate external audits and ensure internal audits on Contractors are completed.
  • Prepare contract management manuals for all major in-house and external contracts under responsibility.
  • Development Works on construction and contract management issues and individual contracts
  • Oversee contractors, Infrastructure and/or stakeholders Design Team and relevant authorities of any requirements or issues relating to engineering designs.
  • Assist in the provision of information that may be distributed to Council, staff and the community relating to the Capital Works Program.
  • Provide High level technical support and direction to all Units within the Capital Works Department
  • Prepare draft budgets and budget reports for consideration by the Coordinator, Manager.
  • Ensure projects are completed within budget and complying with the Procurement and Variations Policy and Guidelines.

The skills and experience you'll bring to the role:

  • Tertiary qualifications in engineering, building, project management or equivalent with extensive experience in the project management and delivery of building related capital works projects.
  • Proven and demonstrated ability to deliver capital projects on time, on budget and to an acceptable standard.
  • Extensive experience in project management including all phases from initial concept through to completion.
  • Understanding of implementation of Quality Management procedures into business organisations.
  • Capacity to work within multi discipline teams and contribute to quality outcomes and where required show leadership.
  • Ability to advocate, discuss and resolve issues effectively with various parts of Council organisation to enhance their understanding of the projects being managed.
  • Ability to apply problem solving skills involving the improvement to existing processes or development of new processes and methods to provide the most appropriate solution to achieve desired outcomes.
  • Ability to prepare cost estimates in relation to building works, and manage budgets for each project to ensure works are completed within budget allocations.
  • Understanding of public sector procurement processes.
  • Experience and understanding of the Building Industry and Local Government processes are highly desirable.
