Position Objectives:
The position of Property & Facilities Officer is offered as a two year fixed term contract, and is responsible for the coordination, preparation, administration and issue of permits, licences and leases over land or buildings owned by the Kangaroo Island Council and assists in the management of community land governance and operational requirements.

This position coordinates the approval process for the use of Council land and roads by the public including, but not limited to weddings, picnics, fairs and events, helicopter landings, mobile/business trading, outdoor dining, civil works and landowner consent for Liquor Licences.

The Property & Facilities Officer is an integral role responsible for assisting in the administration of a range of relevant legal agreements, on a risk management basis.

Responsibilities:

  • Oversee and assist in administering, monitoring, researching, providing advice and implementing matters associated with Council’s landowner/property functions
  • Develop and maintain associated leasing/licencing documentation and ensure all documents adhere to relevant legislation
  • Establish systems and processes to manage all relevant leases and licence
  • Review policies and procedures to enhance the effective and efficient facilitation of Council’s property portfolio, including diligent property file maintenance, bushfire prevention planning, lease and contract administration functions.
  • Collaborate and partner with leasees using Council lands with regards to property maintenance and compliance with agreed terms and conditions.
  • Be responsible for accurately updating, maintaining and enhancing Council property management databases.
  • Ensure effective and timely responses to requests for service in relation to Council’s property portfolio, in addition to other administrative and special project functions as required by Council.
  • Assist in the administration, delivery and documentation of various commercial property transactions, including acquisitions, disposals, leases, licences, compulsory acquisitions, road closures, easements, encroachments and caveats, or other property transactions/functions as directed.
  • Assist the Property Management Officer with negotiations in respect of commercial leases, lease renewals, rent reviews, property inspections by providing necessary information, files, documentation, evidence or agreements, etc. in a timely manner.
  • Research historical information related to Council’s landowner/property functions.
  • Provide administrative support for all leasing revenue (billing and collection)
  • Support the Property Management Officer with maintaining the structure for Section 221 permits and licencing.
  • Regularly review the existing land register to ensure land parcels are recorded correctly, including land dedications and custodianship's.

Knowledge:

  • Demonstrated experience in property and facility administration
  • Demonstrated experience and knowledge in administering property leases and licences
  • Demonstrated experience in effective communications with a range of stakeholders
  • Demonstrated working knowledge of the Microsoft Office suite
  • Knowledge and understanding of local government and management of community land
  • Knowledge of local government functions, roles and processes

Qualifications and Experience:

  • SACE or equivalent
  • Relevant qualifications in business administration or equivalent experience
  • Experience working in the Public Sector, preferably within the Property discipline
  • Relevant qualifications in property management (desirable)
  • A tertiary qualification in Property Law or relevant discipline (desirable)
