Job description

Position summary 

The Quality and Compliance Coordinator will play a key role in coordinating and building the capacity of Cultura Residential aged care facility to focus on high quality care outcomes for residents that align with achievement of Quality and safety principles and care governance board sub-committee expectations. 

This position is responsible for the development and implementation of quality management and Compliance systems and processes within Residential programs to ensure all accreditation/certification standards and legislative compliance requirements are met and align with organisation expectations. 

The position’s focus is coordination of the residential quality management systems, provide compliant, effective leadership in Quality and risk management , drive National Aged Care Mandatory Quality Indicator data collection, reporting and continuous improvement activities including monitoring and documenting outcomes, and contribute to effective change under the current and new Aged Care Standards/National Disability standards. 

Duties

Quality and Compliance 

  • Prepare for and lead formal quality, accreditation, certification and external audit/review processes 
  • Ensure relevant database changes within Lee Care are implemented in line with organizational and program objectives. 
  • Responsible for the collection, revision, compliance and mandatory reporting reportable incidents (Serious Incident Response Scheme and NDIS) 
  • Maintain a Mandatory Reporting Register 
  • Monitor, review and report to relevant government bodies and/or Board on resident related incidents (SIRS), quarterly quality indicators and other identified data to General Manager, Residential.
  • Chair/attend relevant committees. 
  • Support documentation of quality control practices by identifying key trends and working with teams to improve documentation integrity.
  • Undertake clinical data collection, collation and analysis of resident incidents/feedback 
  • Undertake clinical data collection, collation and analysis for the National Aged Care Mandatory Quality Indicator program 
  • Work with the DOC  in the management and investigation of formal complaints including written responses to the Aged Care Quality and Safety Commission as required 
  • Ensure that current accreditation standards and met or exceeded.
  • Assist with AN-ACC assessments as required and work closely with the AN-ACC coordinator to ensure all residents are at the correct classification.
  • Manage and conduct a robust internal clinical auditing schedule which feeds into continuous improvement and quality improvement.

Continuous Improvements 

  • Maintain Residential Quality/Continuous Improvement Plans so that all improvements are accurately recorded, actioned, measured and evaluated 
  • Work with the DOC in the engagement of staff throughout MACs Residential in identifying continuous improvement activities

Risk Management 

  • Coordination, review and maintenance of compliance, risk management and continuous improvement frameworks including associated software programs[SS1] . 
  • Reporting of identified clinical risks through monitoring and reviewing of actions taken to minimise the risks (clinical Manager/GM). 
  • Work with the GM updated reports to the Care Governance Board sub-committee  
  • Assist in the management and investigation and written reports of documented incidents including serious reportable incidents and adverse events to the board
  • Oversee internal audit practices and results including maintaining internal audits schedule in consultation with GM, Residential Services and ensuring findings linked to the Continuous Improvement Register
  • Interpreting the Aged Care Quality and Safety Commission Rules 2018 and other relevant legislation, standards and industry information 

Training & Education 

  • Participate in education planning, establish and maintain relevant learning resources pertaining to Quality and Compliance
  • Collaborate with and provide education and support to all staff and quality committees relating to quality systems and Compliance in a constructive and encouraging manner; 
  • Identify areas of clinical risk and in collaboration with the General Manager, Residential, DOC and the training educator to address individual or collective training needs. 

Compliance and Reporting 

  • Understand and comply with the guidelines, policies and procedures (as amended from time to time); 
  • Attend all compulsory and recommended training and meetings as required 
  • Report and comply with all regulatory reporting;
  • Complies with the Aged Care Quality Standards; 
  • Provision of reports in relation to compulsory/mandatory requirements 
  • Review and update policies and procedures and monitor compliance to ensure alignment with policies and procedures, relevant industry standards, legislation and contractual compliance requirement
Qualifications and experience 
  • Tertiary qualifications in nursing or other relevant degree/diploma with demonstrated relevant experience in quality improvement and risk management 
  • Extensive knowledge and demonstrated experience in the development, implementation and management of quality systems, auditing processes and continuous improvement initiatives
  • Demonstrated ability to maintain, implement, monitor and evaluate information management systems including collecting, analysing and using data and information to generate reports and guide continuous improvement
  • Demonstrated experience and high level working knowledge and understanding of the Aged Care Quality Standards and assessment contact visits, including accreditation.
  • Demonstrated experience and high level working knowledge and understanding of the National Disability Standards and Modified RAC certification 
  • Experience in incident investigation and root cause analysis
  • Demonstrated experience in researching, developing and implementing policies and procedures and monitoring changes to legislation and industry standards to trigger policy reviews
  • Excellent conceptual and analytical skills with the ability to think strategically and operationally across a broad range of business and program areas
  • Exceptional interpersonal, written and verbal communication skills including high level report writing and the ability to negotiate, engage and motivate others at all levels of the organisation
  • Ability to work independently with minimal direction, and collaboratively as part of a team, to achieve individual, program specific and organisational goals.
