We have partnered with Noosa Council to help secure a Revenue Services Manager to join their team.

Your key responsibilities include
- Reviewing relevant Council revenue policies on an annual basis and report to Council on the need for any amendments or new policies when necessary;
- Providing timely and accurate rating information to customers to ensure rating enquiries, requests and concerns are consistently resolved to a high level of service;
- Maintain strong internal business area partnerships with key associated business areas of Finance, ICT, Customer Services, GIS, Waste and Governance to ensure effective management of organisational revenue and property information;
- Managing all aspects of Council's rating processes and procedures including the ongoing reconciliation of waste utility services;
- Ensuring that the maintenance of Council's core land, property, name and address register (across all debtor, application, compliance and rates services) is effectively integrated as a single customer database and updated in a timely and accurate manner, including the processing of new plans, change of ownership and service address data, and amended and new valuations;
- Management and legal recovery of all outstanding rates and debts to ensure arrears are keep within specified target range, including deciding on the most appropriate recovery options;
- Strategic advice and detailed analysis modelling of rates and levies as part of Council’s annual budget process to ensure an equitable and affordable funding model for Council services, including review of cyclical land valuation (UCV) data to ensure all properties are taxed correctly in accordance with legislative requirements;
- As ongoing module owner of the Rating System and consolidated name and address register (NAR), ensure the effective, efficient, compliant, accurate and continually improving system administration of Council revenue and property information;
- Managing the Revenue Services Branch by providing leadership, support and guidance to team members to maintain a high performing cohesive and positive work culture;
- Setting, monitoring and upholding Branch metrics in line with organisational strategies, and measuring the efficiency and effectiveness of all projects, solutions, reports and services; and
- Ensuring compliance and currency of changes to relevant legislation, regulations and standards and ensure compliance with all legislative requirements for the making and levying of rates and charges, managing land records, customer data privacy as well to third parties through the Fire and Emergency Services Act 1990, Department of Seniors, Disability Services and Aboriginal and Torres Strait Islander Partnerships pensioner rate subsidy schemes and Centrelink.
- Previous leadership experience managing Revenue Services functions in a similar environment;
- Proven strong understanding and track record of achievement in Local Government rating and revenue collection;
- Demonstrated ability to interpret relevant Local Government legislation as it applies to Revenue Services;
- Ability to plan, prioritise and organise workloads to achieve goals and meet deadlines including dealing with competing demands and managing multiple projects and tasks;
- Demonstrated experience in managing expenditure within allocated budgets as a steward of public monies in a local government context;
- Highly developed communication skills with proven abilities in consultation, negotiation, and conflict resolution; and
- Well-developed research, analytical and problem solving skills.
- Essential:
- Tertiary degree qualifications in a relevant discipline, such as Finance, Business or Property Economics, and preferably supported by further revenue or finance industry professional development.
- Driver’s Licence – “C” class.
- Desirable:
- Post graduate qualifications in Business Administration, Management or Leadership, Data Analytics or related supporting discipline.
