SCIF Accreditation and Security Officer - RFQ-ASD-25-2024 - SOW 1 - Original
This procurement seeks to engage two (2) specialised security operations and accreditation roles - one Canberra and one Adelaide - based - under the skillset 'Security Administration' (SCAD) at the Skills Framework for the Information Age (SFIA) Level 4.
JP2289-1 is a rapidly growing 6-year project within ASD to build and uplift ASD systems and support organisation elements for the introduction of Intelligence, Surveillance and Reconnaissance (ISR) capabilities, communities and tactical users into the information environment. Project activities include expanding the existing network, computing systems, complex gateway services, cloud services, mission services, data management services, and deployable systems. JP2289-1 is executing a highly innovate delivery strategy enabling multi-classification working and a partnership between the ASD and Defence enterprises.
To facilitate this project outcome, ASD has a requirement for delivering a number of workforce and data facilities, these facilities are a critical element to enabling ASD capability across the enterprise. With a strong focus on security, and being ready to enable these facilities to achieve certification and accreditation.
These facilities will increase the resilience of ASD, its mission systems, classified communications, and increases capability across the information environment for the wider defence and NIC community.
JP2289-1 is seeking members with a security background with experience in the construction and/or administration of high security sites including Sensitive Compartmented Information Facilities (SCIFs) to coordinating site certification and accreditation. Their duties will involve identifying security vulnerabilities and deliver planning directives to the facility design and construction workforce.
The engaged officer must be able to work with other SCIF stakeholders to review site plans and undertake inspections to ensure building design is compliant with relevant Australian Government security protocols.
The officer will also mitigate security risks to JP2289/ASD sites, personnel, information and capabilities through the delivery of security risk assessments, treatment plans, preparing standard operating procedures, and liaising with various security and certification teams.
Current Top-Secret Positive Vetting (TSPV) security clearance is strongly preferred, however candidates who have held a TSPV in the previous 12-month period (which has since been downgraded) may be considered.

KEY RESPONSIBILITIES
- Coordinate reviews of architectural plans, system diagrams and other resources to identify security vulnerabilities in site design and application.
- Produce security documentation for certification and accreditation.
- Assist COMSO and USO with development and implementation of standard operating procedures.
- Negotiate with stakeholders to implement [practical physical, procedural, environmental, and technical] remediation to address identified security vulnerabilities.
- Work cohesively with other project team staff in a project setting.
SKILLS & EXPERIENCE NEEDED
- Australian Citizenship and a TSPV security clearance is essential.
- Experience as a COMSO or Unit Security Officer
- Experience in coordinating SCIF certification and accreditation compliance
