About the Role
The Scoping and Development Engineer sits within Regional Transport and is the project management lead on for a range of transport infrastructure projects that will be delivered in Regional Victoria (Gippsland).
The Scoping and Development Engineer will liaise and work with a range of subject matter experts to identify and manage project risks.
The Scoping and Development Engineer will identify and assess project options, leading to single option development to determine the projects recommended scope and cost. The Scoping and Development Engineer will lead financial monitoring and reporting activities and produce high quality documentation ready for handover for construction ensuring stakeholder requirements are achieved.
The role is situated out of the Gippsland Region - Traralgon Office, located approximately an hour and a half south-east of Melbourne and offers a range of attractions including pristine beaches, such as Phillip Island, Gippsland Lakes and Wilsons Promontory. It also boasts other tourist attractions including Walhalla, Buchan Caves and a range of national parks Tarra-Bulga and Alpine National Parks to name a few.

Position Outcomes / Accountabilities
•Adherence to Guidelines - The Scoping and Development Officer has developed project designs in accordance with the DTP technical guidelines.
•Effective Project Design - Ensures the proposed project designs are fully scoped, feasible, costed and documented in accordance with DTP design principles and the DTP Project Management Framework and relevant Project Management tools.
•Stakeholder Management - Requirements from multiple complex stakeholders have been taken into consideration and effectively integrated into project designs.
•Team Cohesion - The incumbent has worked efficiently and has provided constructive contribution as part of a successful design team.
•Promote and support safe, inclusive and flexible team operations.
Key Selection Criteria
To be successful in the role the ideal candidate will excel in partnering and co-creation, collaborating actively with users, stakeholders, and experts to understand needs and gather insights. They will build prototypes, coordinate testing, and ensure timely decision-making in the design process.
Strong critical thinking and problem-solving skills are essential, enabling the candidate to seek resolutions within policy or process guidelines, and to enhance their abilities in these areas. Project delivery expertise is also crucial, as the candidate will define tasks, guide others, and monitor progress, taking corrective action when necessary.
The successful candidate will possess applied digital and technological literacy, guiding others in using relevant tools and understanding the impact of IT on operations. A strong customer focus is required, with the ability to tailor services to customer needs, manage risks effectively, and ensure the delivery of desired outcomes.

Qualifications and Experience
Mandatory
• Degree or Certificate in Civil Construction or Civil Design (or equivalent)
Desirable
• Project Management qualifications or experience
• Transport or civil design experience
Role Specific Requirements
• Driver licence
• Shift work may be required
• Evening or weekend work including occasional overnight travel may be required
