Senior Business Analyst (Integrations)

Pacific Labour Facility

Project Overview and Role:

The Pacific Australia Labour Mobility (PALM) scheme allows eligible Australian businesses to hire workers from 9 Pacific islands and Timor-Leste when there are not enough local workers available. Through the PALM scheme, eligible businesses can recruit workers for seasonal jobs for up to 9 months or for longer-term roles for between one and 4 years in unskilled, low-skilled and semi-skilled positions. This helps to fill labour gaps in rural and regional Australia and allows workers to develop skills and send income to support their families and communities.

Primary Duties and Responsibilities:

Under the direction of the IRD Product Manager the Senior Business Analyst will:

Support the IRD product team with requirements elicitation and communication functions:

  • Work closely with stakeholders to understand and document business requirements for integration.
  • Identify and prioritise requirements based on business goals and objectives.
  • Identifying and troubleshooting integration bugs in partnership with the IRD development team.
  • Facilitate communication between business stakeholders and technical teams; prepare written and verbal communications for progress updates and workflow changes.
  • Facilitate training activities as required, in partnership with the IRD Trainer.

Undertake process analysis in IRD operational environments:

  • Analyze existing business processes to identify areas for improvement and optimization through integration.
  • Document current and future state processes.
  • Create analysis artifacts such as specifications, use cases, and process flows to validate requirements with stakeholders and communicate these to development teams.


Data Analysis:

  • Analyse data requirements for integration, including data mapping, transformation, validation and fit to business needs.
  • Promote data quality and integrity throughout the integration process, including identifying novel ways for cleaning and transforming problematic data.

Risk Assessment:

  • Identify potential risks and issues related to integration and take action to mitigate these.
  • Work with product teams to develop contingency plans – for example in the event of outages of one or more components, security scenarios, etc.

Collaboration with the IRD development team:

  • Engage with the development process to ensure that business requirements are accurately translated into the IRD product.
  • Serve individual developers from time to time as a subject matter expert as required to clarify requirements and determine technical solutions.

Functional testing:

  • Work with QA to develop test plans and test cases for integration testing.
  • Assist in validating integrations work against business requirements.

Change management:

  • Support change activities by helping stakeholders understand impacts and benefits to their operations, processes and workflows.
  • Assist in training and documentation for end users.


Performance monitoring:

  • Monitor integrations and work with technical teams to address performance issues.
  • Respond to user feedback to identify problems or areas for improvement.

Compliance and security:

  • Ensure that integrations comply with regulations, best practices and industry standards.
  • Collaborate with team members to address security concerns relating to integration.

Vendor management:

  • Assist the IRD Product Manager in working with vendors as required to achieve integration objectives.

Support the rollout of the IRD to new countries, including:

  • Assisting with data migration processes
  • Requirements Documentation
  • Assist with customised training / helpguide documentation as required

Support the operation of the IRD in existing countries, including:

  • Execution and facilitation of special projects where required
  • Identification of possible new features, including requirements gathering and writing user Stories
  • Feature coordination and communication with countries
  • Assisting the Quality Assurance Coordinator with Functional Testing where required.

Participate in non-integration aspects of the IRD program as required:

  • Provide business analysis services outside the direct scope of integrations when capacity and workload demands it.
  • Contribute to end-to-end testing campaigns.
  • Perform other duties as assigned, within the reasonable scope of your skillset, understanding that the needs of the program will sometimes deviate from the letter of this position description.
  • Undertake and deliver the outcomes and objectives of the role in accordance with the expected Core Capabilities, Ways of Working and Values of ONE PLF

Required Qualifications:

  • A relevant degree/qualification a bonus but experience is more highly desirable;
  • Software engineering experience is highly desirable, especially in relation to RESTful web services;
  • A working knowledge of data formats and structures (e.g. JSON, XML)
  • At least three years of relevant work experience (including but not limited to business and data analysis, project coordination, product management, software engineering);
  • A track record of success in integration projects; connecting disparate systems.
  • Excellent organisational and project management skills: ability to coordinate multiple stakeholders and different activities at the same time, meet deadlines;
  • Excellent communication skills, including the ability to communicate with diverse and non-technical stakeholders and write a variety of written work (tender documents, reports etc);
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context

Due to the evolving nature of our program, it is possible that an Adviser may be expected to undertake duties that fall outside the remit of their original Terms of Reference to ensure the ongoing success of the program.
Where this is required, the following will occur:

  • The adviser has the skills and experience to fulfill the duties
  • This arrangement will be short term in nature

This is a Brisbane based role (other locations could be considered) with options for flexible working. Candidates who are willing to relocate for the position must do so at their own expense. You must have valid Australian work rights to be considered for this position - visa sponsorship is not available. The successful candidate will be offered an initial contract to 31 December 2024.
