PSCM provides annual membership to the Chartered Institute of Procurement Supply (CIPS), Procurement Supply Australasia (PASA) and World Commerce and Contracting (WCC) for key category management personnel.

Key responsibilities:

The role involves overseeing strategic sourcing activities with a focus on delivering high-level analysis, advice, and efficient procurement-related customer services. Your responsibilities include providing expert guidance on best practice procurement to stakeholders, developing and implementing procurement strategies in collaboration with key business partners, ensuring compliance with statutory requirements for optimal value in procurement operations, conducting risk assessments, and facilitating the evaluation of goods and services.

Additionally, the role requires managing and maintaining business systems supporting procurement processes, offering procurement expertise, managing multiple priorities, and reviewing/approving procurement documentation for compliance. In sourcing arrangements for goods and services, the responsibilities extend to evaluating offers, negotiating contracts, and ensuring legal compliance. Stakeholder management is also crucial, involving the establishment and maintenance of relationships with key stakeholders, SA Health staff, and other government agencies. The role requires implementing stakeholder management plans, promoting awareness of effective procurement practices, and staying informed about evolving business needs and supply markets.

About You:

As a Senior Category Sourcing Manager, you will demonstrate knowledge in coordinating and executing sourcing initiatives, offering expert procurement advice, and driving strategic procurement efforts to maximise value for your organisation. You will need to demonstrate ability to undertake constructive engagements with stakeholders, suppliers, and service providers, fostering positive relationships. Strong written and verbal communication skills are essential to the success of this role. Dealing with changing priorities will also be a key in the skills you possess.

Key Requirements

To be eligible for this position, you must meet the following criteria:

  • Australian citizenship or permanent residency
  • Willingness to undergo a police check and provide immunisation records (due to the healthcare environment).
  • A passion for procurement and supply chain management and a strong desire to contribute to healthcare improvement
  • Desirable tertiary qualifications in procurement, commerce, finance, economics, business management, law, or an equivalent field
  • Capability to develop and execute negotiation plans with external stakeholders, such as suppliers, to achieve procurement objectives
  • Skilled in designing transparent and defensible decision-making processes, anticipating potential issues, and redesigning processes to minimise recurrence

  • Autonomous, self-initiative and analytical approach
  • Strategic thinker, problem solving skills, conflict and negotiation skills
  • Ability to influence stakeholders, including senior managers while adhering to probity requirements

Criminal History Screening Requirement

Special Conditions

  • It is mandatory that no person, whether or not already working in SA Health, may be appointed to a position in SA Health unless they have provided the a satisfactory current Criminal and Relevant History Screening, as required by the SA Health Criminal and Relevant History Screening Policy Directive.
  • For appointment in a Prescribed Position under the Child Safety (Prohibited Persons) Act (2016), a current Working with Children Check (WWCC) is required from the Department for Human Services Screening Unit. For other positions, a satisfactory National Police Certificate (NPC) assessment is required.
  • For 'Prescribed Positions' under the Child Safety (Prohibited Persons) Act (2016), the individual's WWCCs must be renewed every 5 years from the date of issue; and for 'Approved Aged Care Provider Positions' every 3 years from date of issue as required by the Accountability Principles 2014 issued pursuant to the Aged Care Act 1997 (Cth).
  • Appointment is subject to immunisation risk category requirements. There may be ongoing immunisation requirements that must be met.

  • Depending on work requirements the incumbent may be transferred to other locations across SA Health to perform work appropriate to classification, skills and capabilities either on a permanent or temporary basis subject to relevant provisions of the Public Sector Act 2009 for Public Sector employees or the SA Health (Health Care Act) Human Resources Manual for Health Care Act employees.
  • The incumbent may be required to participate in Counter Disaster activities including attendance, as required, at training programs and exercises to develop the necessary skills required to participate in responses in the event of a disaster and/or major incident.
