Senior Finance Analyst
The purpose of this role is to deliver business monitoring activities which includes performing analysis of Early Learning and Childcare Centres (ELCs) financial information to support a high level of oversight, monitoring and compliance with the government financial management policies and practices to ensure integrity of corporate financial information.
The role will report directly to the Business Monitoring Manager, and include the direct supervision of an FTE. The role will also work closely with a Senior Data Analyst and Senior Analyst within the Business Monitoring unit.
This role will be responsible for establishing and managing a second line of defence function and reporting over financial information for the rollout of 50 ELC's from January 2025.
The Senior Finance Analyst will be tasked with:
* Establishing an assurance framework to support data integrity and compliance to ELCs and other Department policies.
* Establishing and implementing Continuous Control Monitoring (CCM) assurance work programs over:
a) Oracle Cloud Procure to Pay (Payables) financial data.
b) Oracle eBS Accounts Receivable financial data transitioning to Oracle Cloud.
c) Oracle Cloud Vendor database.
d) Reimbursement paid to staff.
e) Purchasing Cards and Virtual credit cards.
* Assist in the creation and interpretation of data analytic tests to identify exceptions from various datasets.
* Run scripts (data analytic tests) for the extraction of exceptions via a data warehouse.
* Assist in the design of the creation of dashboards via Power BI and other tools.
* Establish a report of findings for all CCM assurance work programs as mentioned above.
* Establishing process documents and guidelines for the setup of all CCM assurance work programs.
* Providing program areas with support, education and guidance as required to ensure compliance to policies and guidelines are met.
* Manage annual Internal Audit (Department) requests.
* Manage interim and year end External Audit (Victorina Auditor-General Office) requests.
* Other duties as and when required.
The role requires the Senior Finance Analyst to have strong analytical skills, experience analysing large datasets with attention to detail and accuracy. The role will involve producing descriptive analysis on areas of trends and patterns of ongoing or emerging concern. The candidate will be enthusiastic about financial data and will be intellectually curious, and able to think laterally and are open to new ideas.
The incumbent will contribute to the second line of defence activities to provide assurance to management on matters of governance, compliance, control, and risk management. This will require building strong relationships with business areas and will contribute to the development and establishment of oversight, monitoring, and assurance compliance by applying data analytics over financial data.
The incumbent will use Business Intelligence tools to determine trends, patterns, anomalies, and exceptions in data and will ensure appropriate assurance is in place over high-risk financial data.
The candidate will need to have experience with project work of highly variable scope that includes project management, working with large data sets and stakeholder engagement. This will include creating and maintaining relationships within the Department and where relevant, external stakeholders.
The candidate will need to be able to demonstrate that they can work on multiple projects in parallel and develop a good generalist knowledge across a broad range of datasets and government financial management policies.
