Seeking a Senior ICT Procurement Manager AO8 to join the Contracts and Procurement team on a fixed term temporary full-time basis for 2 years with 1 year optional extension to lead the development and implementation of best practice procurement management systems, strategies and procedures in accordance with whole of Government procurement reform that meet business needs, deliver economy and efficiency and ensure consistency.
The role:
Managing and reviewing performance of current sourcing strategies, including Whole of government procurement strategies and initiatives that may impact on Queensland Health, and preparing operational plans, key performance measures and reporting requirements for the ICT Procurement unit.
Other key responsibilities will include:
- Supporting the strategic direction of Queensland Health and relevant individual strategic initiatives commensurate with current Queensland Health demand for services and end users' requirements.
- Identifying and planning for potential changes in future demand for products and services, and monitoring supply markets, including new product/service innovations.
- Exercise a procurement delegation, overseeing sourcing processes including the development of documentation detailing Queensland Health's requirements, management of risk, development of invitation documentation, engagement with the marketplace, evaluation of offers and negotiation of contracts.
- Implement continuous improvement agendas, including mentoring and development of procurement and purchasing staff within eHQ providing advice and on the job training and build and sustain relationships with a network of key stakeholders across Queensland Health and the Queensland Government.

- Builds and sustains relationships with a network of key people internally and externally and demonstrates capacity and experience in the management of staff to deliver high quality procurement outcomes in keeping with wider strategy objectives. (SFIA Skill: SURE: Level 5)
- Provides impartial and forthright advice. Challenges important issues constructively, persists and focuses on achieving objectives even in difficult circumstances. (SFIA Skill: PROC: Level 5)
- Confidently presents messages in a clear, concise and articulate manner by using highly developed written and verbal communication skills. Demonstrates strong communication and interpersonal skills, including the ability to negotiate persuasively with stakeholders and advise clients and senior management on procurement planning, sourcing and contract management strategies. (NHS: Collaborative Working).
- While not mandatory QGCPO Level 3 Advanced procurement or Level 4 Strategic Procurement or equivalent would be highly regarded.
