The Senior Operations Support Officer provides the Operations Centre (OpCen) manager with professional executive support, strategic and operational advice on policy and procedural matters and leadership to the Operational Support team. The role is responsible for the effective delivery and oversight of a wide range of workforce planning matters including performance, absenteeism and establishment management, workplace health and safety, recruitment and reporting to ensure the efficient operation of the OpCen.
Key responsibilities
- Proactively contribute to the OpCen management team by providing expert strategic and operational advice and options, to ensure the effective overall management of the OpCen.
- Provide ongoing coordination and management support across the OpCen operations, including implementing plans, policies, procedures, communication strategies and business improvement initiatives; roster formulation overview; and project management, to achieve high quality standards and performance.
- Lead, manage and coordinate workforce planning to ensure that efficient and effective workforce planning, and rostering services are delivered to the OpCen.
- Monitor and review outcomes against OpCen performance targets and standards to maintain operational quality assurance.
- Manage and oversee a wide range of human resource matters including performance and absenteeism management; rostering requirements; scheduling of leave allocations; establishment management and staff movements; recruitment and selection; and monitoring the achievement of mandatory competencies and professional development for OpCen staff.
- Provide leadership to staff within the OpCen, including the provision of mentoring and coaching activities associated with personal and professional development.
- Monitor and report on workplace health and safety issues, conduct workplace inspections and maintain risk registers.
- Manage and coordinate occupational health and safety requirements including actions to optimise the awareness, preparedness, safety, protection, health management and injury prevention for OpCen staff.
- Ensure that the education and training for OpCen staff is delivered to the appropriate QAS standards and that it meets the requirements for accreditation within the QAS.
- Develop and maintain positive communications and working relationships with officers throughout the QAS and with external stakeholders.
- Provide ongoing oversight, leadership and management support across OpCen operations, including roster formulation overview, implementing plans and procedures and managing projects, to achieve high quality standards and performance.
- Represent the OpCen manager in consultations, meetings and forums with a broad range of stakeholders, including the QAS, Queensland Health, emergency service organisations, community committees and consultancies.
- Lead and manage staff in emergency management capability for disasters, major incidents and mass crowd gatherings, in close consultation with the Director Operations - Emergency Management, State Headquarters.
- Maintain credentialed scope of clinical practice as approved by the Medical Director and/or Commissioner, QAS.
- As a leader, actively demonstrate and promote the QAS's approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms.
- Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support.
- Fulfil the responsibilities of this role in accordance with Queensland Public Sector and QAS values.
