This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the NIAA delegate.
Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.
A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

The Opportunity
The NIAA’s Strategy Group is a newly formed division that leads and influences change across the NIAA and government to ensure Aboriginal and Torres Strait Islander peoples are heard, recognised and empowered.

The Group is comprised of three branches – Strategic Policy, Strategic Insights, and Empowerment. There are a number of Senior Policy Officer (APS6) and Assistant Director (EL1) vacancies needing to be filled across the Strategic Policy and Empowerment Branches.
The Strategic Policy Branch is responsible for driving a strategic approach to the NIAA’s work and to Indigenous policy across government. The Branch has a high level of insight into senior executive and government decision-making and works at the forefront of high-profile and cross-cutting issues, supporting delivery of the top priorities for the Indigenous Affairs portfolio.
Assistant Directors and Senior Policy Officers in this Branch are leaders with strong strategic nous and the ability to quickly grasp and find solutions to complex issues.
Across various roles in the Strategic Policy Branch you would undertake work including, but not limited to:
- strategic coordination on a broad range of cross-cutting topics
- influencing strategic directions
- leading Cabinet and Budget approaches
- progressing implementation of the NIAA Priority Setting Framework
- building and driving NIAA’s influencing role across government.
Assistant Directors and Senior Policy Officers in this Branch have the expertise, judgement and drive to translate government and First Nations aspirations for a new way of working into deliverable policy and practice.
Across various roles in the Empowerment Branch, you would undertake work including, but not limited to:
- supporting the development of measures to empower First Nations peoples
- progressing NIAA’s regional governance and input into Commonwealth partnership activities
- leading the Commonwealth’s partnership with Empowered Communities
- managing bilateral and multilateral engagements to advance Indigenous Affairs issues internationally.

To be successful in the role you will need to be able to demonstrate the following:

- an ability to manage competing priorities and tight timeframes to achieve quality results
- resilience, flexibility and a proven capacity to use initiative and sound judgement
- excellent written and verbal communication skills and ability to develop and maintain relationships with stakeholders.
- an understanding of the issues affecting First Nations peoples and an ability to model working in a culturally-sensitive manner alongside, and for the benefit of, First Nations peoples
- strong leadership skills and self-awareness, with a focus on supporting and fostering the development of junior staff abilities
- an ability to be strategic, resilient, innovative and form sound judgements on complex issues within tight timeframes
- excellent written and verbal communication skills and ability to develop and maintain relationships with stakeholders
- an ability to identify emerging opportunities or risks and respond quickly and proactively.
This position is required to liaise with Aboriginal and Torres Strait Islander peoples, communities and service providers. You will require cultural competency, including:
- understanding of the matters impacting Aboriginal and/or Torres Strait Islander peoples.
- demonstrated ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples.
- demonstrated capability and commitment to continue to develop cultural competency.
