About the role

As the Senior Procurement Manager -Category Management & Supply Analysis, you are integral to the success of V/Line’s Corporate Services Group.

Reporting to the Chief Procurement Officer you will play a leadership role within the organisation and provide direction and support to both direct and indirect reports to ensure that the most effective commercial and risk mitigation outcome is achieved for V/Line. The role is responsible for providing leadership in strategic category and procurement lifecycle management, resulting in effective commercial outcomes.

You will ensure the successful delivery of professional guidance and coaching to team members and stakeholders in the areas of procurement systems and standards, while ensuring that procurement processes and procedures are always adhered to.

Key Accountabilities include:

  •         Regular review and ongoing management of the approved Category Management framework.
  •         Regular review and ongoing management of the approved source-to-contract processes.
  •         Ensure that internal baseline spend analysis is undertaken in conjunction with relevant external supply market analysis for source to contract activities.
  •         Delivery of a balance between commercial outcomes and risk management is achieved.
  •         Ensure stakeholder engagement on cost, timing & resourcing requirements for delivery of source-to be contract activities and processes.
  •         Lead the delivery and achieve set savings targets.
  •         Review, update and management of the Procurement Activity Schedule - Source to Contract and the activities within.
  •         Develop strategic and influential relationships across V/Line and the wider public sector, while proactively managing relationships with external stakeholders

About you

To be successful in this role you will be a people leader who has demonstrated experience in strategic Category Management, end to end sourcing. Knowledge of the Victorian Government Purchasing Board (VGPB) and experience leading business transformation is highly desirable.     

Along with the above, our ideal candidate will possess:

  • Senior experience in business reporting and communication, including supply market analysis, within a procurement or government environment.
  • Senior experience in sourcing and supplier management in a large organisation, within a procurement or government environment.
  • Demonstrated experience in developing and working in strategic category and procurement lifecycle management environments.
  • Demonstrated experience leading a portfolio-based Category Management and/or sourcing functions, and delivering business strategy in a complex, large-scale organisational environment supported by a thorough understanding of best practices relating to procurement.
  • Demonstrated ability in leading complex commercial negotiations to achieve value for money outcomes.
  • Demonstrated record of achievement in the provision of strategic procurement options advice to senior management.
  • Excellent communication and interpersonal skills, including an ability to communicate complex issues to a wide range of stakeholders with the ability to strong stakeholder relationships to influence outcomes.
  • Tertiary qualifications in procurement, supply chain, business, finance, or related fields is highly desirable.
  • Demonstrated alignment to V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
