Job description:
The role sits within the Rail Planning team, within the Modal Planning Group of the Department of Transport and Planning. Rail Planning's purpose is to develop and support the delivery of plans based on a robust understanding of the rail needs of Victoria, today and tomorrow.
Rail Planning delivers analysis to support the development of future projects and timetables and evaluates the performance of the state's rail network. Using evidence-based decision making, Rail Planning delivers plans to develop the state's mixed use rail network over the short, medium and long term, for the efficient movement of passengers and freight. Rail Planning develops the network's timetable and collaborates with other groups within the Department such as Transport Services, and rail operators to deliver reliable and customer focussed timetables that respond to rail network change, growth and new travel patterns.
The Rail Planning team works closely with the other teams within the Modal Planning Group, namely bus, tram, active transport and strategic road network, to deliver on our combined objective of simple, connected journeys.
About the Role
The IMG Senior Program Manager position sits within the Rail Planning area and is responsible for consolidating ideas generated by an expert team to inform a better understanding of how the rail network operates. This is primarily delivered through oversight of the Integrated Modelling Group (IMG).
The IMG is a collaborative group of operational and modelling experts across the Department of Transport, Metro Trains Melbourne, V/Line and Major Transport Infrastructure Authority. Its goals are to fully understand the impacts of project and timetable changes, inform good network decisions and improve customer experiences for all Victorians. IMG's four key functions are:
- Coordinate rail operational modelling activities across Victoria.
- Develop and maintain network wide operational models.
- Review of operational modelling activities across the portfolio.
- Knowledge management of documents and processes.

Position Outcomes
- Oversee management of IMG activities and committees, including planning meetings and coordination of assistance requests and portfolio submissions.
- Ensure effective utilization of resources, including assessment of project feasibility, calibration of simulation tools, and coordination of project submissions and assurance reviews while maintaining strong relationships with relevant stakeholders.
Key Selection Criteria
- Communication with Impact (Accomplished) - Demonstrated excellent oral and written communication skills to enable the synthesis of complex issues in a variety of formats (including presentations, processes, reports, briefs and correspondence).
- Project Delivery (Leading) - Demonstrated project / program management skills of complex and interrelated projects.
- Stakeholder Management (Accomplished) - Expert ability to integrate and connect people and ideas across a variety of projects and organisations.
- Critical Thinking and Problem-Solving (Leading) - Conceptual and analytical skills including the ability to solve problems and develop evidence to support decision making.
- Negotiation and Strong Relationships (Applied) - Ability to negotiate and influence outcomes at senior management level both internally and externally.
- A strong understanding of the Victorian Government's public transport objectives and strategies.
Qualifications and Experience
Mandatory
- A relevant tertiary qualification, or proven extensive experience, in the field of project management, management, engineering, science or transport planning.
