A bit about the role

The Service Planning and Review Lead will lead the planning, design, and optimisation of council services to ensure they align with strategic goals and sustainability.

This role includes providing leadership, expert guidance, and coaching to the Service Planning and Review team, senior leaders, and stakeholders. Additionally, you will offer high-level technical support, influence a service mindset, and apply best practices and continuous improvement methodologies to achieve service excellence.

This role also requires providing program and project management leadership within the council's Transformation Program, collaborating with the service focus area lead to ensure successful delivery and realisation of benefits through contemporary and collaborative program management approaches.

What you’ll deliver

• Lead and continuously improve a structured approach to the way services are understood, governed, strategically planned for, and improved by the City of Casey, including analysis of service needs, purpose, outcomes, levels of service, costs, performance indicators and the delivery model.
• Lead the application of Service Planning methodology to identify and prioritise areas of the business for review, working with senior leaders and Councillors to ensure that all current and future community needs are accommodated for in this process.
• Facilitate and support stakeholders in reviewing service delivery models and costs to ensure they provide best value and are sustainable.
• Manage and deliver the key projects and benefits within the Transformation Program service focus area, in conjunction with the focus area lead, the change manager, and the project management teams.
• Deliver key processes within the Transformation Program governance and delivery model with respect to risk management, Planning and delivery and reporting requirements.

What you’ll bring

• Demonstrated experience with Service Planning, design, evaluation, and Review.
• Demonstrated strong project management experience including managing risk, dependencies, stakeholders, resourcing, and budgets.
• Ability to influence senior leaders to achieve improved service outcomes is essential.
• Extensive experience facilitating workshops and leading cross functional sessions to develop shared and prioritised strategic outcomes.
• Highly competent in leading a high performing team to deliver complex projects, with the ability to also influence others to achieve a common goal.
• Strong business acumen, with relevant experience in operating at a strategic level, providing insightful analysis, and thinking to senior leaders and organisational decision makers.
• Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check and Eligibility to Work check.
• A curious, collaborative, and inclusive community mindset.
