The Australian Financial Security Authority (AFSA) is an executive agency of the Attorney General’s Department and is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality personal insolvency and trustee, regulation, enforcement, and personal property securities services. With professionals based in offices across Australia, extensive local and international networks, and an unwavering commitment to action, AFSA serves as Australia’s custodian for financial stability.

AFSA is comprised of two groups: Regulatory Operations, which is tasked with the execution of AFSA’s Regulatory Framework, and Enabling Services, which align support services with the agency’s core regulatory functions.

The Strategy & Government division sits within the Enabling Services Group and manages the enterprise strategy and supporting frameworks, drives the organisations risk management framework and assurance activities that support AFSA’s compliance, oversees the ministerial and government engagement functions, and engages across the agency to support policy position development. The division also oversees the agency’s communication and stakeholder engagement activities.

The Strategy & Government Division’s responsibilities include:

  • Developing and setting the Enterprise Strategy and associated planning for AFSA, drawing insights from various sources to provide advice for effective decision-making, and delivering activities that support the business that drives outcomes aligned to the strategy.
  • Leading and directing risk, governance, and government and ministerial engagement services that further the agency’s strategic agenda, while complying with the legislative and regulatory requirements.

About the role

The National Manager, Strategy & Government provides executive leadership for a substantial and diverse portfolio which sets the strategic direction for the agency. This role involves developing and implementing the stakeholder engagement plan, including co-ordinating with central agencies and Ministers to further the agency’s agenda. The National Manager ensures high-quality, timely government engagement and advice and oversees effective governance and risk management practices. They act as a primary point of contact for government and other Commonwealth agencies. 

As a member of AFSA Executive Leadership Team, the National Manager, Strategy & Government will play a pivotal role in setting and implementing the strategic direction of AFSA, while overseeing government relations and policy development. This role requires strong attention to detail, leadership, and stakeholder engagement skills along with a keen understanding of governance and risk management practices.

The National Manager, Strategy & Government will also be comfortable leading and managing teams to develop, deliver, implement, and evaluate a range of high-profile projects and policy initiatives. This role will contribute to addressing AFSA’s critical issues and strategic planning, while supporting the Chief Executive and senior leadership to deliver government and organisational priorities.

Key accountabilities

  • Collaborate with AFSA Executive Leadership Team to articulate AFSA’s overarching value proposition and strategic direction.
  • Oversee the development, implementation and continuous assessment of strategies, programs, and priorities to ensure they align with AFSA’s strategic direction.
  • Provide visionary guidance, considering external and internal factors influencing AFSA’s role in government and the financial system.
  • Identify key user segments and devise strategies to support compliance outcomes, with particular attention to vulnerable users and those misusing insolvency and personal property securities systems.
  • Strengthen strategic partnerships and consultative relationships with industry and community stakeholders.
  • Oversee AFSA’s website, media interactions and engagements, including responding to and facilitating media enquiries, creating, and distributing internal and external communications and media monitoring.
  • Take the lead on maintaining the agency’s governance framework, corporate compliance, and ethical standards.
  • Oversee the implementation and evaluation of AFSA’s risk management framework and compliance systems.
  • Establish professional networks and relationships to develop agency relevance, share ideas and learnings, and collaborate on common responses to emerging and/or developing issues.
  • Establish, lead, and manage a diverse and geographically dispersed division. Lead the division through the agency’s transformation and drive a positive and inclusive workplace culture.

Decision-making

The role requires a high level of autonomy, including making decisions about work priorities and workload management. It is required to supervise and develop themselves and staff within their management line. The role is also accountable for the quality, integrity, and accuracy of the advice and information provided.

Qualifications

A tertiary or post-graduate qualification relevant to the disciplines of public policy, business administration or governance is essential.
