Job description

This position forms part of the Data and Digital Group's National Observing Operations section, with a focus on practical and technical expertise to deliver the required outcomes for observing network operations within the Adelaide Observing Operations Hub's area of responsibility.
To operate effectively as the Surface Network Sea Level Lead Technical Officer (TO4) you will undertake moderate to very complex operational and network support tasks. Whilst working under the general guidance of the Hub Manager, the role will be significantly autonomous in the delivery of the Lead Role functions. You will provide support, facilitate knowledge sharing and encourage a network-wide, consistent approach to practices and systems of work through inter-Hub technical panels and groups.
The successful candidate will liaise with stakeholder groups on technical aspects of observing networks, review and contribute to working documentation, prepare and deliver reports and provide technical expertise on business development opportunities where required. Additional relevant duties at the appropriate level include the installation and decommissioning of observing system assets and related infrastructure, remote resource monitoring, scrutiny of observing network data quality and taking remedial action as necessary.
As TO4 you will undertake travel to regional and remote areas of Australia to undertake inspection, maintenance, and repairs as a requirement of this role. You will also take on the responsibilities for the role of Surface NetworksSea Level Lead (refer to responsibilities).
You will be required to have completed all training and maintain currency of all relevant competencies relevant to the and will need to comply with all relevant legislation, policies, procedures, and guidance pertinent to your work, and ensure that all members of your team do the same, especially with regard Workplace Health, Safety and Environment (WHSE).
You will report directly to the relevant Team Lead and Hub Manager and may have management responsibility for TO3 and TO2 level staff. Operational oversight of staff is expected in certain circumstances.
The key duties of the position include
The responsibilities of the role include but are not limited to:
1. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
2. Program of Service: Undertake complex and/or specialist activities such as: the advanced diagnostics and fault finding of equipment; refurbishment of equipment, the maintenance and return to service of sophisticated technologies for Automatic Weather Stations (AWS), Sea Level and Wave Data Buoy equipment.
3. Work Package Delivery: Plan and deliver the required outcomes from assigned work package activities and projects assigned to you and your team.
4. Data Quality Exposure: Undertake site exposure evaluation for new and current locations for operational equipment and systems. Document the meteorological exposure and maintain associated records.
5. Data Quality Management: Undertake data quality monitoring tasks, monitor network outputs and take corrective actions as required.
6. People Management: Manage, supervise and develop staff either formally through your line of responsibility or operationally through mentoring and coaching of others as directed.
7. Administration: Undertake administrative tasks such as finance reconciliations, travel requisitions and plans, safety assessment and reports. Maintain quality documentation, enter and update asset management information and prepare technical reports and documentation.
8. Liaison and Representation: Liaise with various internal and external stakeholders at the appropriate level and represent the Bureau in a professional manner in accordance with Australian Public Service values and Code of Conduct.
9. Travel: Travel away from your home base, by air, sea and road to support network operations and coordinate activities as necessary.
10. Compliance: Comply with all relevant legislation, policies, procedures and guidance in the course of your work.
11. Strategy: Connect to the Bureau's strategy through the Group and Program plan to ensure day to day operations provides the data, infrastructure, and systems to underpin the Bureau's core operations.

13. WHSE: Comply with all Bureau work, health, safety and environment policies and procedures, and take reasonable care for your own health and safety and that of your team members, other employees, contractors, and visitors who may be affected by your conduct.
14. Other Relevant Duties: Undertake other relevant station, field and business duties as required.
Specific Sea Level Lead responsibilities:
You will be accountable to the relevant Team Lead and Hub Manager as well as the working with the Sea Level Networks Manager and Team Leader for the Pacific Sea Level and Geodetic Monitoring Project for the activities associated with the Sea Level Networks under the management of the Hub, including activities associated with:
1. the ABSLMA (Australian Baseline Sea Level Monitoring Array) Network;
o Coordinate activities to remote domestic maritime areas
o Manage contractors remotely for infrastructure maintenance and repair work
o Liaise with local stakeholders for remote first in maintenance requests
2. the Australian Tsunami Warning Network (Adelaide Hub responsible for Tarekukure Wharf, Lata Wharf, Luganville Main Wharf and Jackson Bay NTC AWS);
o Coordinate activities to remote international maritime areas
o Manage contractors remotely for infrastructure maintenance and repair work.
o Liaise with international stakeholders for remote first in maintenance and infrastructure maintenance requests.
o Abide by the Bureau of Meteorology's ICT Acceptable Use Policy for International travel.
o Plan engagements with foreign entities and partners and provide a detailed overview of these engagements upon returning to Australia.
o Comply with Bureau's additional work, health, safety and environment policies and procedures for international travel.
3. PSLGM Network
o Coordinate activities to remote international maritime areas
o Manage contractors remotely for infrastructure maintenance and repair work.
o Liaise with international stakeholders for remote first in maintenance and infrastructure maintenance requests.
o Abide by the Bureau of Meteorology's ICT Acceptable Use Policy for International Travel
o Plan engagements with foreign entities and partners and provide a detailed overview of these engagements upon returning to Australia.
o Comply with Bureau's additional work, health, safety and environment policies and procedures for international travel.
o Support the transition of Sea Level maintenance and performance checks capability to CROP agency technical partner, the Pacific Community (SPC), to develop capacity mainly through peer-to-peer guided onsite learning but will also be supported remotely via virtual meetings and through regional training opportunities e.g. Regional Tides Workshops
4. Marine Network - Cape du Couedic Wave Data Buoy Refurbishment/Deployment
o Coordinate activities with Marine Networks
o Manage contractors remotely for retrieval and deployment activities
Regardless of specialisation, the Sea Level Lead supports all Observation Operations and may be required to gain competencies outside this specialisation, thereby providing career diversity and operational flexibility. You will liaise with customer and stakeholder groups, providing technical expertise on all Hub observing networks and may be tasked with additional relevant duties at the appropriate level.
